- Call to Order - The chair, Jeffrey Oxford called the meeting to order at 9:05 a.m. in HLT 241.
It was moved, seconded, and approved to suspend the agenda to accommodate guests.
V.A. It was moved and seconded to recommend to the Dean approval of the following course (tabled at the last meeting):
Chava Frankfort-Nachmias was in attendance to answer questions. Kieth Sverdrup suggested as a friendly amendment that the number of credits be reduced from 1-5 to 1-3. Chava said that seemed reasonable to her. After a brief discussion, the motion was approved.Jewish 799 Independent Study: (Subtitle) (new) V.A.2. It was moved and seconded to recommend to the Faculty approval of the preliminary entitlement to plan a Ph.D. in Sociology. Kent Redding responded to questions. Committee members asked if Urban Studies would be impacted by Sociology's proposed Ph.D. Kent said that History's Ph.D. did not negatively affect admissions applications to Urban Studies; thus, his belief is that having a Sociology Ph.D. would not have much of an impact Urban Studies. He said that the two programs were substantially different--Urban Studies graduates tend to obtain work in the community, whereas he expects Sociology Ph.D. graduates to work in more academic fields. Chuck pointed out that Sociology's proposal stated that additional resources would not be needed for the Ph.D. program. However, Chuck said he believes there will likely be a significant impact on SCH and teaching load. Kent said that some of the burden of teaching will be shifted to graduate students. Tom O'Bryan said that he disagreed with the statement "The mission of UWM as a major metropolitan university is to serve as an engine for the economic, cultural and environmental development of southeastern Wisconsin." Kent said he would remove the statement. The motion was approved. VI.A.1. It was moved and seconded to recommend to the Dean approval of the following course
Tracy Buss presented the committee with an updated syllabus. She said the new syllabus provided a stronger differentiation between undergraduate and graduate requirements. Chuck Schuster said that he thought the first week of class should not be spent entirely on an "introduction" to the course, especially given that the second week covered "basics." He also thought that having two weeks of student presentations was too much. Tracy said she would pass on both suggestions to Aneesh. The motion was approved.Global 448 Intellectual Property in the Global Information Economy (new) VI.A.3. It was moved and seconded to recommend to the Faculty approval of the implementation plan for a Ph.D. in Africology. The following Africology faculty members attended the meeting: Osei-Mensah Aborampah, Patrick Bellegarde-Smith, Abera Gelan, Sandra Jones, Joyce Kirk, Doreatha Mbalia, Winston Vanhorne, Anika Wilson, and Erin Winkler. Joyce Kirk was the main spokesperson for the group. She said there was a great need for the new Ph.D. program because there are only 7 other such programs around the country. Tom O'Bryan asked why U/G courses would not be allowed to count toward the Ph.D. Joyce said the Africology faculty felt that, at least initially, only G level courses should be allowed to count because they want to ensure the integrity of the Ph.D. This can be changed later if need be. Tom wondered why such a high level of language/math proficiency was required for admission. Somebody pointed out that the document specifically says that students who do not meet this requirement at the time of admission can complete it during their Ph.D. studies. Tom asked why students were not allowed to enter during the spring semester. Joyce said the document states that in extraordinary circumstances, students would be able to enter in the spring. Tom's final concern had to do with the fact that students would not be granted a master's degree in the course of completing their Ph.D. A student could complete 40 credits (or more), for example, and end up with no additional credential. Joyce replied that there are other programs that only confer a Ph.D. She said that the faculty planned to work closely with students to make sure that they understand from the beginning that they must complete the entire program to obtain an additional credential. In addition, an exam will be administered after the first year to screen out those who are not suited for the program. She said that a separate proposal would have to be done in order for the program to confer Master's degrees. The Africology Department felt that it was more appropriate at this time to work on getting a Ph.D. Jay Moore asked what the department expects in terms of student demographics and background. Joyce replied that she thought that students who completed majors that ended in "ology" would be appropriately qualified for the program. Africology expects to attract students who have diverse academic backgrounds, of all ages and racial/ethnic groups, from all over the world. The motion was approved.
V.I.C.2. It was moved and seconded to recommend to the Dean approval of the proposal to change the requirements of the major in Russian. Joe Peschio responded to questions. There was concern over a statement on the program change form that said "the residency requirement can be partially waived." Connie Jo said this statement had already been modified to say "Students interested in doing extensive study abroad should contact the program coordinator to discuss the College's residence requirement." The revised program change form was distributed to the committee. The motion was approved with the contingency that two typos be corrected ("relted" had to be corrected to "related," and "add" had to be corrected to "all.") It was moved, seconded, and approved to return to the order of the agenda.
- Procedural Matters
- Meeting Schedule for Spring - Given the grids that had been completed, the committee proposed Thursdays, 9:30-11:00 a.m. as the proposed meeting time. Kim said she would send an e-mail to members after the meeting to make sure that time works for everyone. If it does, proposed meeting dates will be e-mailed.

- The committee approved the faculty document Connie had prepared outlining the recommendation to revise the second baccalaureate degree policy statement with the stipulation that the sexist language in the document be removed.
- The committee discussed the faculty document Connie had prepared regarding additional ways to meet the L&S foreign language requirement. They decided to take out the option that allowed students to be examined for language competency by a UWM faculty member who speaks the language. In addition, they tightened the language of the remaining option by indicating that students must document "intermediate" level scores on the ACTFL exam and by adding that the test must be administered by a "certified ACTFL examiner." Connie will revise the document and bring it back to the next meeting for reconsideration.
- Discussion Items
- Courses Not Offered in Many Years - The committee suggested that Connie draft a memo to departments asking them to let us know which courses they want to delete, which should be put in inactive status, and which should be left alone.
- Report on Activities of Assessment Subcommittee - Connie told the committee that the subcommittee had created a document that provides learning goals for the current L&S degree requirements. The draft document was reviewed by Connie Schroeder, CIPD, who made a number of suggestions for revisions. The final document will come back to this committee before it goes to the faculty.
- Extraordinary Accommodations - Connie Jo said she has been unable to locate her "extraordinary accommodations" file and therefore does not know who was on this committee the last time it was active. Kris Surerus said she has her file and can get that information to Connie.

- Connie Jo told the committee that Associate Dean Marija Gajdardziska-Josifovska requested that the committee consider a matter that was brought to her attention too late to get on this agenda. The committee agreed to add it to the agenda.
Marija was asked by Beth Weckmueller to determine the appropriateness of having UWM accept DPI's approved agriculture/science courses as part of the three units of science required for admission. After examining the documents (attached to the original of these minutes) that show the agricultural education performance standards in relation to science connection performance standards, it was moved, seconded, and approved to accept these courses as suitable for admissions purposes. Connie will convey that information to Marija and Beth.
