  1. Call to Order - The chair, Jeffrey Oxford called the meeting to order at 9:00 a.m. in HLT 241.

    It was moved, seconded, and approved to suspend the agenda to accommodate guests.

    V. C.1.   It was moved and seconded to recommend to the Dean approval of the following courses:

    IV. A.     It was moved and seconded to recommend to the Dean approval of JMC's changes to the major.
    Jeff Smith was available to answer questions. The committee looked over the transition plan submitted by JMC and agreed that it appeared to be a workable plan. The motion was approved.
    IV.B.     It was moved and seconded to recommend to the Dean approval of the following CARs:

    V.A.3.   It was moved and seconded to recommend to the Dean approval of the proposal to change the requirements of the Jewish studies major. The motion was approved.
    Connie Jo requested that the committee consider a proposal for a new course, Jewish 799, that she had neglected to put on the agenda. The committee agreed to do so.
    V.A.4.   It was moved and seconded to recommend to the Dean approval of the following course:
    Jewish 799   Independent Study (Subtitle) (new)
    Connie Jo explained that Chava Frankfort Nachmias was not able to attend the meeting and could not find an advisory committee member who was able to attend. Tom O'Bryan objected to approval of a graduate-level course in a curricular area not housed in a department and in which there is no graduate program. Connie Jo said there was precedence for doing so-the Center for Women's Studies had graduate courses long before they had a graduate program. Students in existing graduate programs often can take courses in other areas to count toward their degree requirements. Having such courses in the Jewish curricular area is a more accurate reflection of the students' work. Other members of the committee wondered if an already existing independent study number could be used for students who wanted to receive credit for attending a symposium co-sponsored by the Center for Jewish Studies in March 2008.

    A substitute motion to table the course and to ask Professor Chava Nachmias to attend the next meeting was moved, seconded, and approved (5 voted in favor of the motion, 3 opposed it).
    V.B.3.   It was moved and seconded to recommend to the Dean approval of the proposal to change the research requirement of the major in economics. The motion was approved.
    IV.C.2.   Enrollment in classes without rooms - After a long discussion about the problems that are created when students are allowed to enroll in classes that have not been assigned rooms, it was moved and seconded to recommend to the Dean that face-to-face, credit courses scheduled for Spring, 2008 that have not yet been assigned rooms have their enrollment capped at 0 until such time as a room has been assigned. The motion was approved with one abstention. The committee stated that they were not willing to extend the recommendation to fall semester at this time because they wanted data about how efficiently departments were using their assigned space.
    IV.C.5.   Competency in Languages not offered at UWM. The Committee discussed possible ways for native speakers of languages not taught at UWM to demonstrate proficiency in such languages. Andrea Joseph from CIE told the committee that ACTFL (American Council on the Teaching of Foreign Languages) has been able to test and certify competency in all languages not offered at UWM for which Global Studies students have requested exams. Students pay all of the costs incurred. It was moved and seconded to recommend to the faculty that ACTFL certification be accepted for completion of the foreign language requirement. The motion was approved. It also was moved, seconded, and approved to allow UWM faculty members who speak languages not taught at UWM to test students' levels of proficiency for the purpose of satisfying the foreign language requirement.

    It was moved, seconded, and approved to return to the order of the agenda.

      2. Second Baccalaureate Degree - Tom O'Bryan asked the committee to clarify the wording of a policy describing the conditions under which a second baccalaureate degree may be obtained. The policy currently says "...students must complete at least 30 credits in residence at UWM beyond those required for the first degree." The committee suggested the following wording "...students must complete at least 30 credits in residence at UWM after the date on which the first degree is awarded." Connie Jo will draft a recommendation to the L&S Faculty to revise the policy.
