  4. Automatic Consent
    1. Approval of Minutes #2, 2006-2007 (September 14, 2006) - There were no corrections to the minutes; they stand approved.
      There was a brief discussion of the memo sent to APCC concerning its policy of placing a moratorium on all College business if one department fails to meet the deadline for submitting its ten-year review self-study. Kim Romenesko reported that she had attended the last APCC meeting, where one of the L&S committee members raised the issue. Kim indicated that the chair, Sue Falco, told committee members that the moratorium never had been enforced but that the threat of it was effective in compelling compliance with deadlines; she communicated to the committee the sense that this was a non-issue. Connie Jo noted that Sue's report was not accurate, that the moratorium had been applied in the past. Kim said that she had the impression that the issue would not be discussed at any future time at an APCC meeting. Committee members agreed that the matter should be raised with the University Committee.

      It was moved, seconded, and approved to return to the order of the agenda.

    2. Assessment of L&S Degree Requirements - Committee members briefly discussed a recommended modification, prepared by Kathryn Dindia, of the proposal for assessing the research requirement. Tom O'Bryan stated that he thought the process still was more complicated that it needed to be, and he suggested that the Committee use the model developed by APCC for assessing the GERs. The Committee will return to this matter at its next meeting.
    3. Sport and Recreation Courses - postponed until the next meeting

        John Palmer Smith attended the meeting to respond to questions about the new Political Sciences course and the proposed revisions to the Nonprofit Management and Leadership M.S. and Certificate. Connie Jo noted that the Graduate School now was asking for more detail about required papers, and she read from an email she had received:
        ...the Graduate Curriculum Committee wanted you to provide more detail on your expectations for the written report (e.g., length, number of references, inclusions of critical analysis) that reflected learning and performance at the graduate level.
        John agreed to pass this information to the three instructors of the Pol Sci courses and to encourage them to modify their syllabi.

        It was moved and seconded to recommend to the Dean approval of the following courses:
        Pol Sci 791   Nonprofit Advocacy and Public Policy (new)
        Some members expressed concern about grading students on "collegiality," as the syllabus indicated would be done. It was moved to amend the motion to approve to indicate that approval was contingent upon removing the "collegiality" statement from the grading formula. The motion failed for lack of a second. Committee members agreed to offer a friendly suggestion that "collegiality" be stricken as a requirement under the course requirements section of the syllabus. The motion was approved.
        Pol Sci 792 Decision-Making Methods for Nonprofit and Public Organizations (new)
        The motion was approved.
        Pol Sci 793 Law of Nonprofit Organizations (new)
        The motion was approved.
      2. It was moved and seconded to recommend to the Dean approval of the revisions to the Requirements of the M.S. in Nonprofit Management and Leadership. Tom O'Bryan pointed out that the courses listed under the required course section of the car form under "new copy" added up to 24 credits rather than 27. John Palmer Smith said Political Science 792 was mistakenly listed under "elective" courses but, in fact, should be under courses that are "required." With the understanding that this error would be corrected, the motion was approved.
      3. It was moved, seconded, and approved to recommend to the Dean approval of the revisions to the Requirements of the Certificate in Nonprofit Management and Leadership.

        Chava Frankfort-Nachmias attended the meeting to respond to questions about the new Jewish Studies 260 course; the recommendation to rename the Hebrew Studies Major, create a new option, and revise the existing option; the new jointly-offered Hist/Jewish 379 course; and the Jewish Studies research requirement proposal.
        It was moved, seconded, and approved to recommend to the Dean approval of the following course:
        Jewish 260   Negotiating Religion & Nationalism: Jewish Experience in Europe/Middle East (new) - white
        It was moved and seconded and approved to recommend to the Dean approval of the following CAR form:
        Commun 298   Internship in Communication (new) - pink
      2. It was moved, seconded, and approved to recommend to the Dean approval of the proposed revisions to the Hebrew Studies Major, including renaming the major Jewish Studies, creating a new Modern Jewish Studies option, and revise the existing Hebrew Studies option.

      1. Jointly-offered Course CAR Forms -- It was moved, seconded, and approved to recommend to the Dean approval of the following jointly offered courses with the contingency that the grading distribution for the two courses is made to be consistent:

      2. Research Requirement Proposals - It was moved and seconded to recommend to the Dean approval of each of the following proposals for completion of the L&S research requirement. The Committee's action on each of those motions is indicated below:
        1. Anthropology - It was moved, seconded, and approved to table the proposal and ask the department to respond more fully to question 5 on the proposal form.
        2. Art History - Jay Moore raised a question about the impact on faculty workload of using internship and independent study courses to meet the research requirement. Several members explained how their departments view faculty contributions to these kinds of courses in the context of workload and noted that internships could be independent or incorporated as part of another course. There also was a discussion of how the research and capstone requirements fit together for departments that choose to retain both. The motion was approved with the friendly recommendation to provide course numbers for the independent study and internship courses that will meet the research requirement.
        3. Conservation and Environmental Science - The motion was approved.
        4. Comparative Literature - The motion was approved.
        5. Geography - The motion was approved.
        6. International Studies - The motion was approved.
        7. Jewish Studies - The motion was approved.
        8. Philosophy - The motion was approved.
        9. Physics - The motion was approved.
      3. Proposed Global Studies Policies and Procedures
        It was moved, seconded, and approved to recommend to the Dean approval of the proposed Global Studies Policies and Procedures contingent upon agreement from CIE that the specific numbers of academic staff members be struck from section 2.07 (1) (a) and 2.07 (2) (a) and that language be added to section 3.06 "Appeals of Academic Requirements/ Administrative Actions for the Global Studies Major" to clarify that the Dean's office has final authority over academic appeal decisions.
