  1. Call to Order - The Vice-chair, Michael Weinert, called the meeting to order at 12:35 p.m. in HLT 241.

    It was moved, seconded, and approved to suspend the agenda to accommodate guests.

    VI.B.7. It was moved and seconded to recommend to the Dean approval of The Preliminary Entitlement to Plan a Bachelor of Arts in Latin American, Caribbean, and U.S. Latino Studies. Kris Ruggiero and César Ferreira were present to answer questions about the preliminary entitlement. Tom O'Bryan questioned whether the proposal was for a new Bachelor's degree program or a new major within the College of Letters and Science. After being assured that it was the latter, the motion was approved (with one abstention).

    VI.C.2. Proposal from the Department of Journalism and Mass Communication to Change the Name of the Department's M.A. Program -- It was moved and seconded to recommend to the Faculty approval of the proposal to change the name of JMC's M.A. Program to Media Studies. Paul Brewer was present to answer questions about the proposal. The motion was approved.

    VI.D.1. Discussion of the Report from the AP&CC International Subcommittee - Kathyrn Dindia summed up some of the issues facing the International Subcommittee. However, members of the L&S APCC agreed that all members of the International Subcommittee should be present for further discussion; they will be invited to the next meeting.

    VI.D.4. Discussion of fulfilling a minor for which all courses are completed in the context of a major - Bruce Wade, Jon Kahl, and Paul Roebber brought this issue to the L&S APCC because they believe that students who major in Atmospheric Sciences and Actuarial Sciences ought to be able to obtain a formally recognized minor in Math despite the fact that the minor is completed entirely within the context of completing the major. They had been told by Tom O'Bryan of a long-standing L&S policy whereby students need to complete at least one course for the minor that is not required for the major in order to earn a minor. However, this policy could not be found in written form. In the absence of a written policy, Wade, Kahl, and Roebber wanted the L&S APCC to determine whether a minor can be granted automatically while completing a major. O'Bryan pointed out that if students were allowed to complete a minor entirely through their major course work, History majors would be able to automatically minor in history; Math Secondary Education majors could automatically earn minors in Math, etc. Where do you draw the line? He wondered whether a solution to the problem might be to change the name of the Atmospheric Sciences major to "Major in Atmospheric Sciences Minor in Math." After a long discussion, a motion was made and approved (with one objection) to create a subcommittee to study the issue more closely and bring a recommendation back to the larger committee. Kristene Surerus, Jeffrey Oxford, and Johnathan Kahl agreed to serve on the subcommittee.

    It was moved, seconded, and approved to return to the order of the agenda.

    1. It was moved and seconded to recommend to the Dean approval of the following CAR forms:

      Committee members agreed that the changes made to the course syllabi since the last meeting were satisfactory. However, the CAR form for Anthro 443 needed correcting by answering "yes" to the jointly offered question; the Global 443 CAR form needed to be changed from "U" to "U/G." With the contingency that these corrections get done, the motion was approved.

      It was moved, seconded, and approved to postpone discussion items under Old Business until the next meeting.

        Committee members initially approved the above courses with contingencies and friendly suggestions (described below). One of the problems with all of the courses had to do with the fact that course syllabi directed students to turn in final papers/projects on the last day of class. Members questioned whether this complied with the university's final exam policy; their approval of the course was contingent upon fixing this problem. In an e-mail exchange after the meeting, it became clear that some members of the committee thought that the courses would be in compliance with the final exam policy if the final paper/project deadline was moved to the final exam date (the final paper would, in essence, replace the final exam), while others assumed there would be a final exam but wanted to see it noted on the syllabus. To resolve this misunderstanding, the courses will be reconsidered at the next meeting at which the instructors will be invited to attend.

        In addition to the final exam issue described above, the committee said that all of the course syllabi should include the syllabus link to the university's required policies http://www.uwm.edu/Dept/SecU/SyllabusLinks.pdf.

        Other contingencies and friendly suggestions include:
        Hebr St 100 -- The syllabus states that "there will be no make-up quizzes offered under any circumstances." This statement must be revised to take into account the university's policy on religious observation. The sentence "Each paper will be counted as 15% of the final grade for a total of 15%" contains a typo. The second 15% needs to be changed to 30%.

        Hebr St 261/Jewish 261 -- The course calendar on the syllabus says there will be no class on Wednesday, 9/13. According to the Secretary of the University, this is against university policy; the calendar, therefore, must be revised. Also, the statement that students "grade will go down progressively for each absence" needs to be spelled out so that students know exactly how much the grade will decrease per absence. Finally, some of the committee members felt that 60% is a large proportion of the final grade for 6, 1-page papers (especially papers that are on diverse topics--that are not held together by a common theme). The committee offered a friendly suggestion that the instructor consider assigning a smaller grading percentage to these papers.

        Hebr St 268/Jewish 268 --The CAR form for Hebr St 268 was missing the prereq. Connie or Kim will correct this by adding "none" as a prereq, which is what is listed for Jewish 268. The statement that students "grade will go down progressively for each absence" needs to be spelled out so that students know exactly how much the grade will decrease per absence.

      2. It was moved and seconded to recommend to the Dean approval of the research requirement for Foreign Languages and Linguistics. The motion was approved with the contingency that Connie first ascertain from the coordinators of FLL if all students taking the research designated courses would meet the research requirement (in which case the contingency will be met) or if this applied only to majors. If the former is true, then the research proposal should be revised by replacing the word "Majors" with "Students" in the following sentence: "Majors enrolled in these courses must develop and complete a project of independent research..."
      3. It was moved and seconded to recommend to the Dean approval of the proposal to revise the requirements of the major in Classics, Classical Civilization Option. The motion was approved.
      4. It was moved and seconded to recommend to the Dean approval of the proposal to revise the requirements of the German major. The motion was approved.
      5. It was moved and seconded to recommend to the Dean approval of the proposal to revise the requirements of the Linguistics major. The motion was approved.
      6. It was moved and seconded to recommend to the Dean approval of the proposal to revise the requirements of the Russian major. The motion was approved.
