  1. Call to Order - The Chair, Kathryn Dindia, called the meeting to order at 2:24 p.m. in HLT 241.

    It was moved, seconded, and approved to suspend the agenda to accommodate guests.

    VI.A.1. It was moved and seconded to recommend to the Dean approval of the following CAR forms:
    Chinese 401   Seventh Semester Chinese (new)
    Chinese 402 Eighth Semester Chinese (new)
    Yea-Fen Chen was present to answer questions about the courses. The motion was approved.

    VI.A.2. It was moved and seconded to recommend to the Faculty approval of the minor in Chinese. Tom O'Bryan questioned whether it was appropriate to have a minor composed of primarily language courses. Yea-Fen stated that the minor had a heavy focus on the development of language skills because Chinese is a much more difficult language for students to learn, but she noted that the language courses were taught using cultural and literary materials, so that students also would be introduced to Chinese culture in the context of the language courses. David Mulroy, Chair of the FLL Department, said that the department faculty had much the same discussion, but members were convinced that students would be engaging a substantial amount of cultural material. Yea-Fen mentioned that she was in the process of developing two courses in Chinese culture. It was noted that the minor was structured in much the same way as the Portuguese minor. The motion was approved.

    VI.A.1. It was moved and seconded to recommend to the Dean approval of the following CAR form:
    Spanish 377   Introduction to Galician Culture (new; international status)
    Gabriel Rei-Doval explained that this course was developed as a complementary course to a new course in the study of the Galician language that the committee had reviewed recently. He responded to questions from committee members. The motion, including the international designation, was approved.

    It was moved and seconded to recommend to the Dean approval of the following CAR form:
    Russian 210   Russian Literacy for Native and Heritage Speakers (new)
    There were no questions for David Mulroy. The committee offered two friendly suggestions for the syllabus: re-consider the statement that excused absences were allowed only for religious holidays (there are other circumstances that should be excusable) and add a link to the UWM policy page. The motion was approved.

    VI.A.3. It was moved and seconded to recommend to the Dean approval of the research requirement for the Greek and Latin major options. There were no questions about the proposal, and the motion was approved.

    VI.A.4.   It was moved and seconded to recommend to the Dean approval of the proposal to revise the requirements of the Greek and Latin major options and the attendant CAR forms (see list in section VI.A.4 below). David Mulroy explained that the Latin major option originally had been organized around the assumption that students would enter it with high school coursework in Latin. That rarely is the case. The result has been that much more work in the language has had to be incorporated into the coursework than the titles and descriptions imply. The restructuring of the option has been undertaken to represent more accurately what students will be learning in each of the courses required. The changes to the Greek option parallel those in Latin. Steve Redd noted that one Latin course (Latin 508) that appeared as a requirement in the accompanying explanatory materials was missing from the program change proposal. With the understanding that the course would be added, the motion was approved.

    VI.A.5. It was moved and seconded to recommend to the Dean approval of the following courses for international status:
    ArtHist 101   Ancient and Medieval Art and Architecture
    ArtHist 333 High Renaissance Art in Italy
    ArtHist 426 French Gothic Architecture c. 1130 - c. 1300
    Kathryn Dindia explained the review process and decisions of the international subcommittee that had resulted in the department's appeal to the AP&CC for approval of the three courses. She noted that additional information concerning the discussion of the relevance of the course materials for current international issues had been added to the materials submitted, indicating that she believed the courses would have been approved by the subcommittee if that information had been included in earlier versions. She also mentioned that the subcommittee would discuss in a report to the AP&CC the members mixed feelings about the international requirement and how it was being implemented. There were no questions for Kenneth Bendiner, chair of the Art History Department, and the motion was approved.

    VI.C.4. It was moved and seconded to recommend to the Dean approval of the proposal to establish a minor in Conservation and Environmental Sciences. Glen Fredlund, coordinator of the CES major, responded to questions from Committee members. The motion was approved.

    It was moved, seconded, and approved to return to the order of the agenda.

  2. Procedural Matters
    1. Semester II Meeting Schedule - There is no time during the spring semester when all committee members are available to meet. It was agreed to hold meetings on Monday afternoons, alternating the start time between 12:30 and 3:00 p.m. Connie Jo will prepare a schedule of meetings and distribute it to committee members.

    Jay Moore asked what the L&S curricular areas were and how they were administered. Connie Jo explained that the areas were used for courses that fit within a division, but not in any single department. She gave an example of a natural science course and noted that the AP&CC requires all natural science departments impacted by such courses to give their approval before the committee will approve such courses. The associate deans are the equivalent of the department chairs for those curricular areas. Jay indicated he would like the committee to have a discussion about the proliferation of curricular areas.
  4. Automatic Consent - There were no objections to any of the automatic consent items; they stand approved.

        Steve Redd expressed concerns about the course syllabus for several reasons: the learning goals seemed to focus on the global aspects of the course with little attention to medicine and pharmaceuticals; the U/G differentiation did not seem to meet the Graduate School standards; office hours were not listed; the syllabus did not include policy statements about students with disabilities, military leave, etc. He moved to table the motion, and the motion to table was seconded and approved.

        It was moved and seconded to recommend to the Dean approval of the following course:
        Sociol 423   Immigration and Incorporation: (Subtitle) (new)
        Committee members offered a few friendly suggestions for enhancing the syllabus (provide a percentage breakdown for each paper; include a link to the syllabus policy web-site to shorten the syllabus; restate when the final written exam will be given because, except in summer, it cannot be on the last day of classes according to university policy; clarify what is meant by the statement "students are allowed and encouraged to collaborate in producing written assignments"), but the motion to recommend approval was approved without any contingencies.
      2. Proposal from the Department of Journalism and Mass Communication to Change Its Name to the School of Journalism and Media Communication - It was moved and seconded to recommend to the Faculty approval of the proposal to change the name of the JMC Department and to make it a school within the College. There was a discussion of faculty legislation that enabled the establishment of a school/college within a college and of the Honors Program's change to the Honors College. Some members questioned whether the name change would have any impact in attracting additional funding, which was offered as one of the primary reasons for the change. Others suggested that there would be a number of other departments that would request comparable changes. After a lengthy discussion, the motion was approved (4 members voted to approve, 2 opposed, and 1 abstained).
    3. Natural Sciences
      1. CAR Form - It was moved and seconded to recommend to the Dean approval of the following CAR form:
        Physics 340   Modern Physics for Teachers (# chg to 440, descrip, prereq, level)
        Mike Weiner explained that the course was being redesigned for use as part of the grant-funded effort to improve teacher education at UWM. The motion was approved.
      2. Chemistry and Biochemistry Research Requirement Proposal - It was moved, seconded, and approved to recommend to the Dean approval of the Chemistry and Biochemistry Department's research requirement proposal.
      3. Recommendation to Revise the Requirements of the Majors in Chemistry and Biochemistry - It was moved, seconded, and approved to recommend to the Dean approval of the proposal to revise the requirements of the major in Chemistry and Biochemistry to incorporate the research requirement.
      4. Recommendation to Establish a Minor in Conservation and Environmental Science - see above.
    4. Other - Because there was insufficient time, the committee agreed to defer the following items to the next meeting.

        Kathryn Dindia asked that, in addition to the discussion of curricular areas requested by Jay Moore, the proliferation of U/G courses and the question of extraordinary accommodations be added to the agenda as discussion items.
