Academic Planning and Governance Committee
Annual Report
2004-2005

The Academic Planning and Governance Committee (AP&GC) was created a year ago when the L&S Faculty combined the functions of the Academic Planning Committee and the Committee on Committees. The AP&GC held eight meetings during the year to carry out its functions as authorized by L&S Faculty Document No. 693. The Committee met on the following dates: September 24 and October 22, 2004; February 25, March 18, April 26, April 29, May 13, and May 16, 2005. Two additional meetings, November 19 and December 17, were cancelled for lack of a quorum.

Procedural Matters

The activities of the Committee included the following procedural matters:

  1. elected Kathleen Dolan as Chair of the Committee for 2004-2005;
  2. elected Mark Amsler as Co-Chair of the Committee;
  3. recommended to the Dean that David Mulroy be appointed as Parliamentarian for Faculty meetings;
  4. set the dates (November 4, 2004 and April 7, 2005) and agendas for meetings of the L&S Faculty;
  5. conducted the nomination process for L&S Faculty committees.

Legislative Matters

The Committee made the following recommendations to the L&S Faculty:

  1. approval of a modification to the Committee charter to require only one member of the parent committee to serve on a sub-committee appointed by the AP&GC;
  2. approval of modifications to L&S Rules Governing the Faculty to update language and incorporate rule changes that were approved since the last time the document was updated;
  3. approval of a name change for the University Honors Program to the Honors College;
  4. approval of a change in the administrative home for the Geosciences Ph.D., in the process of being renamed Earth and Freshwater Sciences;
  5. approval of parameters for establishing a school/college within a college.

The Committee responded to requests from the Dean for its advice on the following matters:

Based on curricular needs, the natural science rankings were as follows:

  1. Geosciences/CES: Fluvial Hydrologist
  2. Mathematical Sciences: Geometry
  3. Biological Sciences/CES: Animal Ecologist
  4. Chemistry: Bioanalytical Spectroscopy
  5. Biological Sciences: Evolutionary Population Geneticist
  6. Mathematical Sciences: Stochastic Analysis
  7. Biological Sciences: Molecular Environmental Physiologist
  8. Physics: Theoretical Particle Physics
  9. Physics: Experimental Physicist Optics/Biophysics
  10. Geosciences: Geochemist
  11. Biological Sciences: Eukaryotic Genomicist
  12. Mathematical Sciences: Dynamical Systems

An alternative set of rankings based on potential for extramural support also was offered:

  1. Chemistry: Bioanalytical Spectroscopy
  2. Biological Sciences: Molecular Environmental Physiologist
  3. Physics: Experimental Physicist Optics/Biophysics
  4. Geoscience: Geochemist
  5. Biological Sciences: Eukaryotic Genomicist

Humanities Priority Rankings

Priority rankings for the humanities were as follows:

  1. FLL: Arabic
  2. (tie).Communication: Organizational/Professional Communication
    English: Professional Writing
  3. (tie). Art History: Film Historian
    FICL: Italian
  4. (tie). Communication: Intercultural/International Communication
    either English: ESL/EL Pedagogy or FLL: Linguistics (Instrumental Phonetics)
  5. Philosophy: Value Theory
  6. Spanish and Portuguese: Latin American (Mexican) Literature
  7. English: American Literature and Modernism
  8. English: Rhetoric and Composition

Social Sciences Priority Ranking

  1. Psychology: Health Psychology
  2. History: Modern Central Europe 1870+
  3. Political Science: Wilder Crane Professor
  4. Urban Studies: content of position to be determined by program
  5. History: Colonial America
  6. Economics: Public Economics/Environmental Policy
  7. Africology: Folklore, Music, Popular Culture
  8. Psychology/Africology: Health Psychology with specialty in African American Health
  9. Geography: Urban Water Resources/GIS
  10. American Indian Studies Coordinator
  11. Anthropology: Archaeologist with specialty in paleobotanical analysis
  12. Economics, Geography, History, Political Science, or Sociology: Social Science Pedagogy

Ultimately, the College opened recruitment for the following positions:

Natural Sciences

  1. Geosciences/CES: Fluvial Hydrologist
  2. Mathematical Sciences: Geometry
  3. Biological Sciences/CES: Animal Ecologist

Humanities

  1. FLL: Arabic
  2. Communication: Organizational/Professional Communication
  3. English: American Literature & Modernity (1880-1950)
  4. Spanish & Portuguese: Latin American Literature (due to resignation of department chair following the submission of position requests)

Social Sciences

  1. Psychology: Health Psychology - Experimental Psychology
  2. History: Modern Central Europe (1870 - Present)
  3. Political Science: American Political Institutions: Congressional Politics (Wilder Crane Professor)
  4. Africology: Psychological Inquiry
  5. History: Jewish Studies

Other Business

The Committee looked at data on the representation of women on the L&S Faculty. The situation is less than ideal. The Committee shared the information with the departments and urged them to be aware of the situation when recruiting for faculty members in the future. The Committee is interested in looking at similar data for minorities on the Faculty.

After gathering information on distinguished professorships at UWM and other campuses around the nation, the Committee appointed a sub-committee to consider proposing the establishment of such honors in the College.

Committee members met with the Associate Deans to get their views of the College's most pressing hiring needs.

Dean Richard Meadows met with the Committee in May to discuss the budget situation in the State and at UWM.
