- Call to Order - The Chair, Kathryn Dindia, called the meeting to order at 8:04 a.m. in HLT 241.
It was moved, seconded, and approved to suspend the agenda to accommodate guests.

Michelle Bolduc from the Department of French, Italian, and Comparative Literature was in attendance to answer questions, if any, about four CompLit courses under the "Automatic Consent" section of the agenda. There were no objections to the following courses; they stand approved.

It was moved and seconded to recommend to the Dean approval of the recommendation to revise the requirements of the Comparative Literature major. The change involved changing the capstone requirement to require senior students to complete a research project. The proposal summary statement indicated that students would do their capstone within a seminar setting. There were questions about whether this always would be true. Michelle agreed to remove the words "within a seminar setting." With that amendment, the motion was approved. |

It was moved and seconded to recommend to the L&S Faculty and the Dean approval of the proposal to establish an undergraduate Certificate in Childhood and Adolescence Studies. Mary Ann Czarnezki responded to Committee members' questions concerning the criteria for including courses in the certificate, the usefulness of the certificate as a credential, and the makeup of the advisory committee. It was agreed that the definition of the advisory committee should be amended to make it clear that it is a six-person committee when there is a student member. Mary Ann was asked to work with Connie Jo to develop appropriate wording. In addition, it was noted that the two required courses, Psych 260 and Sociol 448, were repeated in the list of electives. They will be crossed off that list. With these changes, the motion was approved. |

It was moved and seconded to recommend to the L&S Faculty and the Dean approval of the request for authorization to implement a Master of Science in Nonprofit Management and Leadership (offered jointly with the School of Business Administration). John Palmer Smith, Doug Ihrke, and Steve Percy answered Committee members' questions about the proposal. Some matters of concern were that no minimum number of credits in L&S was required; that there might not be sufficient demand for the program, given that nonprofit organizations tend not to pay high wages nor tuition expenses; that the GRE or GMAT exam could be a problem for students who have been out of school for awhile. The program representatives indicated that experience with the certificate program shows that students select a near-50-50 balance of courses in L&S and business; that the demand for the program is high, and it will be a valuable credential especially for people in middle-level management at nonprofit agencies; and that the program requires the exam because its goal is to be one of the top five programs in the country. The representatives agreed to striking from Appendix B the words "To the maximum extent possible" in the paragraph discussing the makeup of the program faculty committee with individuals who have "teaching, research, or programmatic interests or expertise related to nonprofit management and leadership." With this amendment, the motion was approved. |

It was moved and seconded to recommend to the Dean approval of Commun 862, "Public Deliberation," a new course. Daniel Sherman expressed concern about inclusion in the syllabi for this and the other proposed courses behavioral expectations; students at this level should not need to be reminded of these matters. Others did not see a problem with this. The reason for action, which states that this course "continues the sequence of argumentation courses . . . following up on Commun 762," was questioned because Commun 762 does not appear as a prerequisite for 862. William Keith explained that 762 and 862 could be taken in any order. He will work with Connie Jo to rewrite the reason for action to remove the sense that the courses should be taken in sequence. Changes to the syllabus were requested, including adding "50%" as the value of the final project and bringing the statement on religious observances and accessibility issues in line with University policies. Connie Jo will find the necessary information, and the syllabus will be changed to conform. With these changes, the motion was approved.
It was moved and seconded to recommend to the Dean approval of Commun 873, "The Digital Mirror," a new course. The following concerns were expressed: is it legal to remove a student from class if his/her cell phone rings; the grading breakdown contains a description of C as an average grade, when that grade is unacceptable for graduate students; the word "policy" is missing following "University" in the "Religious Observances and Holidays" section. John Jordan agreed to remove the description of the C grade and to add a statement that grades of C+ or below are not satisfactory. He will work with Connie Jo to revise the cell phone section so that it is not in violation of any university policy. The missing word will be added. With these changes, the motion was approved.
It was moved and seconded to recommend to the Dean approval of Commun 882, "The Rhetoric of Kenneth Burke," a new course. Department representatives agreed to make the same changes concerning religious observances, accessibility accommodations, and grades of C+ or below that were outlined for Commun 873. With these changes, the motion was approved.
It was moved and seconded to recommend to the Dean approval of Commun 893, "Rhetoric of/and the Internet," a new course. The same issues were raised and the same changes will be made. With that understanding, the motion was approved.
It was moved and seconded to recommend to the Dean approval of Commun 900, "Philosophy and Practice of Communication," a new course. The same issues were raised. In addition, Committee members requested more information about the specific assignments that would be required. William Keith, the instructor, said that he thought a section of the syllabus was missing. It was moved, seconded, and approved to table this course request with the understanding that if a revised syllabus is circulated electronically to Committee members before the next meeting, the CAR will appear under "Automatic Consent" business on the November agenda.
It was moved and seconded to recommend to the Dean approval of Commun 965, "The Discourse of Conflict," a new course. The instructor, Susan Szmania, agreed to make the same changes concerning religious observances, accessibility accommodations, and grades of C+ or below that were outlined for Commun 873. With these changes, the motion was approved.
It was moved and seconded to recommend to the Dean approval of Commun 972, "Advanced Methods in Communication Research," a new course that will be taught online. Connie Jo noted that the grading formula added to only 90%. Via email, she asked the instructor for clarification, but as yet she had not received a response. It was moved, seconded, and approved to table this course request with the understanding that if a revised syllabus is circulated electronically to Committee members before the next meeting, the CAR will appear under "Automatic Consent" business on the November agenda.

It was moved and seconded to recommend to the Dean approval of three Ethnic Studies 250 topics for GER-SS and cultural diversity credit:
"Coming to American Latina Style"
"Blacks, Jews, and Black Jews"
"Hmong History, Culture, and Contemporary Life"
Rachel Buff, the Ethnic Studies certificate program coordinator, had withdrawn a fourth topic ["Powwows to Polkas: Culture and Ethnic Relations"]. Steve Redd asked if the supporting documentation should include more detail concerning the topics to be covered, and he asked about the inclusion of information on university assessment. Kathryn Dindia noted that these are not new courses, but just requests for GER approval, so the Committee does not need to see a new, complete syllabus. Rachel pointed out that the APCC has developed parameters concerning both GER requests and assessment of a course's success in meeting its goals. She developed the supporting documents with these APCC guidelines in mind. The motion was approved.

- Recommendation to Revise the Requirements of the Communication Major - It was moved and seconded to recommend to the Dean approval of the request to revise the requirements of the Communication major. Kathryn Dindia explained the Department feels six rather than three credits of independent study courses is a more appropriate limit, especially because additional courses of this type have been developed in the Department. Tom O'Bryan noted two misspelled words in the proposal. Chuck Schuster asked that the word "Communication" be capitalized when referring to the Department. Connie Jo will make these corrections. The motion was approved.
