Recommendation of the Academic Planning and Governance Committee to Enable Creation of a College/School Within the College

Recommendation:

That the Faculty approves a new policy that enables the creation of a college/school within the College, as stated below.

Rationale:

In the past few years, there have been two requests to assign the title of school or college to existing administrative/academic units within the College. There currently are no policies that enable this action; nor are there policies prohibiting it. The Academic Planning and Governance Committee has been convinced that there may be compelling reasons for such units to exist, but it also feels that it is important that the College define what it means to be a school/college within the College. Therefore, the Committee recommends a policy enabling the creation of a school/college within the College and defines parameters within which that can occur. This policy, if approved, will be incorporated into a new chapter of L&S Rules Governing the Faculty.

CHAPTER 3   L&S FACULTY POLICIES

3.01(1) College/School within the College: Defined

Notwithstanding the provisions of Chapters 2.01 and 4 of the University of Wisconsin - Milwaukee Policies and Procedures, a program or a group of faculty members recognized by the Dean, the Faculty, and the Chancellor as dealing with a common or closely related disciplinary or mission-oriented interest may be organized as a "college/school within the College," with the following conditions:

  • there exist compelling reasons why the title "college/school" is appropriate;
  • the chief administrative officer of the unit is called a director;
  • budgetary authority does not vary from the structure that applies to departments;
  • for such units that have their own faculty, all policies outlined in Chapter 4 of UWM Policies and Procedures apply; where the term "department" is used, it may be assumed also to apply to a college/school within the College;
  • any proposal to establish a college/school within the College includes an assessment of programmatic, budgetary, and administrative implications for other units in the University
  • a name change to school/college does not carry with it any automatic entitlement to additional budgetary, administrative, or staff resources.
