  1. Call to Order - The chair, Kathleen Dolan, called the meeting to order at 1:03 p.m. in GAR 304.

    1. Recommendation to Rename and Restructure the University Honors Program - Honors Program Director, Larry Baldassaro, described the background of the development of this proposal. The primary reason for the name change is to make the program more attractive to students, their parents, and potential donors. Larry indicated that the restructuring part of the proposal is not relevant at this point; the name change is desirable whether or not outside funding is secured, and no restructuring will occur without outside funding. Larry, Associate Dean Mark Harris, and Honors Program Associate Director, Kim Romenesko, responded to questions from Committee members. Members agreed that the proposal should be revised to become a request for only a name change, and Connie Jo was asked to prepare that document.

      Some members expressed concerns about the implications of a college/school within the college. While rules do not prohibit such an arrangement, neither do they enable it, and there is no formal statement of how this kind of structure would be organized or administered. The Committee reviewed a draft of enabling legislation (see attachment to these minutes) written several years ago in the context of a similar request from the Department of Journalism and Mass Communication. This draft spelled out parameters for establishing a school within a college. A number of the proposed provisions were not appropriate for the present circumstances. For example, the earlier draft limited school-within-a-college status to units with a professional mission. After much discussion, members agreed to revise the draft to create an L&S policy, not to propose an all-University policy. In addition, they agreed any proposal must describe a compelling reason for the title of school/college being appropriate and must include an assessment of programmatic, budgetary, and administrative implications for other units in the University. Furthermore, the policy statement should indicate that a name change does not imply automatically any programmatic, budgetary, or administrative changes. In order to allow the Honors proposal to be considered at the May 5 Faculty meeting, members agreed that Connie Jo would redraft the policy proposal and the Honors proposal and circulate them via email for committee amendments and approval. Subsequent to the meeting, that was done. Copies of the documents approved by the committee are attached to the original of these minutes and appear online in the L&S Committees web site as Fac. Docs. 707 and 708.

  6. Adjournment - The meeting was adjourned at 1:55 pm.

4.01(1) School within a College/School: Defined

Notwithstanding the provisions of Chapters 2.01 and 4 of the University of Wisconsin - Milwaukee Policies and Procedures, a group of faculty members recognized by the appropriate dean, the faculty (school/college faculty and Faculty Senate) and the Chancellor as dealing with a common or closely related disciplinary or mission-oriented interest may be organized into a "school within a college/school," with the following conditions:

  • there exists a compelling reason why the title "school" is more appropriate than "department;"
  • a substantial part of the unit's mission is professionally oriented;
  • the chief administrative officer of the unit is called a director;
  • budgetary authority does not vary from the structure that applies to departments;
  • all other policies outlined in Chapter 4 of these Policies and Procedures apply to these units; where the term "department" is used, it may be assumed also to apply to a school within a college/school.
