  1. Call to Order - The chair, Kent Redding, called the meeting to order at 11:04 a.m. in Holton Hall 241.
  2. It was moved, seconded, and approved to suspend the agenda to accommodate guests.

    V.A.   The motion to recommend to the Dean approval of Geo Sci 635 Volcanology (new) was taken from the table. Barry Cameron called attention to the revised grading plan for the course, which drew a clear distinction between undergraduate and graduate course requirements. He responded to other questions from members of the Committee. The motion was approved.

    V.C. Kathy Wheatley commented on a proposal to revise the foreign language requirement that was approved by the L&S Faculty as part of a proposal to overhaul the L&S degree requirements. The new proposal for the requirement would be much less expensive to implement. Tom O'Bryan commented that we have incomplete data on how students score on the placement exams; fewer than half the incoming students take the exams. The new proposal is modeled on Madison's requirement; it is stated in terms of numbers of semesters required. Larry Kuiper noted that the proposed requirement has the support of the foreign language faculty and of high school foreign language teachers who believe it will encourage students to take more foreign language in high school.

    Kathy also distributed an email message from Greg Iverson (copy attached to these minutes) arguing for stating the requirement in terms of credits required rather than semesters. Courses in Japanese and Chinese carry more credits than those in most of the other languages. Committee members discussed the pros and cons of both options. There also was a discussion about the courses currently approved for four credits that require five class hours. The language departments need to consider if it might be appropriate to raise the credits awarded for those courses.

    It was moved and seconded to recommend to the L&S Faculty that the foreign language requirement for the L&S degree be revised as follows. (A copy of the complete document is attached to the original of these minutes.)

    For the B.S. degree, the foreign language requirement may be met by successful completion of the second semester of a language (including American Sign Language) other than English in college work. Two years of a single foreign language in high school will satisfy this requirement.

    For the B.A. degree, the foreign language requirement may be met in one of two ways: (1) successful completion of the fourth semester of college work in one language (including American Sign Language) other than English, or (2) successful completion of the third semester college work in one language other than English PLUS the second semester college work in another language other than English. This requirement may be met, in full or part, by high school work, equating one year of high school work to one semester of college work.

    A student proficient in a language other than English may be able to use this language to satisfy the foreign language requirement if he or she can meet ONE of the following criteria: 1) graduation from a non-U.S. high school where the language of instruction is not English; 2) certification by a member of the UWM faculty or staff who teaches the language in question that the student's proficiency is equivalent to or above that of students completing the fourth semester language course. Students may take an examination to meet all or part of the college foreign language requirement in languages not taught on this campus only if there is a current UWM faculty or staff member qualified to administer and evaluate an examination to determine a student's competence in the language and level of proficiency. No degree credits are earned for this examination, but the level of proficiency established will be accepted toward the foreign language requirement.

      Hist 594   Methods and Theory in the Historical Study of Religion: (Subtitle) (new) - The motion to recommend to the Dean approval of Hist 594 was taken from the table. Committee members reviewed the grading policies as described in a new syllabus. The motion was approved.
    3. Jewish Studies Certificate Proposed Changes - This proposal was tabled to seek clarification of the reasons for including Arabic language as part of the certificate. Connie Jo reported that the Program coordinator had requested that the Arabic courses be removed and the proposal reconsidered. Chuck Schuster indicated that there were ongoing discussions about the Center for Jewish Studies and its role, and he recommended that the proposal be tabled until such time that decisions were made about the program and about the Hebrew Studies major. It was moved, seconded, and approved to table the proposal.

      1. The Committee agreed to consider a request to approve a small number of Honors Program course topics to satisfy the international requirement. A copy of the request is attached to these minutes. It was moved, seconded, and approved to recommend to the Dean approval of the following course topics for the international requirement:
