Recommendation of the L&S Course and Curriculum Committee that the L&S Faculty Adopt a Policy to Permit Articulation Agreements with Technical Colleges
That the L&S Faculty permit the development of articulation agreements between L&S major programs and Wisconsin technical colleges, subject to the following parameters:
- an articulation agreement between a Wisconsin technical college and an L&S major program permits specified courses from the technical colleges to count toward that particular major only;
- transfer students who change from an articulated major to a non-articulated major lose the transfer credits granted as part of the articulation agreement; and
- the initiation and termination of specific articulation agreements are subject to review and approval by the L&S Course and Curriculum Committee, the L&S Faculty, and the Dean;
- the modification of specific articulation agreements is subject to review and approval by the L&S Course and Curriculum Committee and the Dean.
Rationale
The L&S Faculty allows up to 30 credits outside L&S toward the BA and BS degree programs in L&S. For example, an L&S student could minor in business, and the 28 School of Business Administration credits required for that minor could count toward the 120 credits required for graduation with an L&S BA or BS degree. Similarly, an L&S student could minor in computer science and the 18 College of Engineering and Applied Science credits required for that minor could count toward the 120 credits required for graduation with an L&S BA or BS degree. While there may have been other considerations in the L&S Faculty's decision to require a minimum of only 90 L&S credits, one intended consequence is that L&S students can select up to 30 non-L&S credits to supplement their major programs with appropriate courses in areas related to their majors.
A student graduating with an Associate Degree from a Wisconsin Technical College generally has completed approximately 70 credits consisting (again approximately) of 15 general education credits, 30 credits in technical courses directly related to the title of the Associate Degree, and 25 credits of technical course electives. A limited number of general education, mathematics, and natural science courses may transfer to UW institutions, but other technical courses may transfer only with an articulation agreement. The policy outlined above would allow an L&S major program to develop an articulation agreement with a Wisconsin Technical College Associate Degree program. This articulation makes the most sense when the particular Associate Degree is akin to the L&S major program. Such an articulation agreement would permit the transfer of a maximum of 30 credits of specified course work outside of general education, mathematics, and natural science courses earned in the Associate Degree. The articulated courses would transfer to UWM as General Electives and hence would not be included among the minimum 90 L&S credits required for an L&S BA or BS degree. Note that the sample incorporates the UWS rules, which have more restrictive conditions than those in the first two bullet points in the motion above. Especially note the conditions imposed on the second page of the agreement.

UWM and Milwaukee Area Technical College (MATC)
MATC: A.A.S. Degree - Management Development (Supervisory Management), Business and Graphic Arts Division
UWM: B.A. Degree with a major in Communication, College of Letters and Science
MATC offers an associate degree in Management Development (Official WTCS title: Supervisory Management) in the Division of Business and Graphic Arts to prepare students for a career as supervisor, lead person, group leader, or manager. The curriculum focuses on developing a wide range of supervisory skills in areas including human relations, budgeting, process improvement, and report writing. The University of Wisconsin-Milwaukee College of Letters and Science Bachelor of Arts with a major in Communication program prepares students to analyze human communication in the wide range of communicative situations that people experience daily. These include interpersonal, intercultural, small group, instructional, mediated, and rhetorical/public situations and may involve oral, written, nonverbal, and/or visual communication.
This articulation program affords those students completing an Associate degree in Management Development (Supervisory Management) from MATC the opportunity to enter the UWM College of Letters and Science Bachelor of Arts with a major in Communication program as a Letters and Science student. These students will be able to transfer the credits and fulfill the requirements specified below if they pursue an L&S B.A. degree with a major in Communication at UWM. In order to assure maximum credit transfer, MATC students planning to enter UWM as L&S Communication majors should be encouraged to take the MATC college parallel courses whenever possible. CONDITIONS:
- The UW-Milwaukee L&S baccalaureate candidate must satisfy all L&S degree requirements as well as the university-wide requirements in cultural diversity and the arts.
- Program-to-program transfer courses/credits are accepted only for the program/degree specified in this agreement. A change of major/degree/program invalidates these courses/credits for transfer unless they are approved within some other Program-to-Program Articulation Agreement for a different major/degree/program at UW-Milwaukee.
- Course equivalencies specified in this articulation agreement are subject to change in the event that the course curricula of either institution undergo revision.
