Academic Planning Committee Annual Report, 2001-2002


The Academic Planning Committee held six meetings during the 2000-2001 academic year. The meetings were held on September 21, 2001; October 10, 2001; March 22, 2002; June 7, 2002; July 2, 2002; and July 9, 2002.

The Committee considered the following topics:

Dean Meadows Address to the Committee

Dean Meadows expressed his appreciation to committee members for their service to the College. He described the current budget situation and the effects it will have on filling positions in the College. There are approximately 99 proposals for faculty hires, but the College will probably only fill 35 or less positions.

The North Central Association will visit in 2004 to perform the accreditation process of UWM. The association has a set of guidelines for assessing an institution's success in achieving its goals. UWM currently is rated at the lowest of three levels. Dean Meadows asked the Committee to be involved in the review and assessment process.

PhD Programs

The Committee discussed the crisis within the graduate programs. Visa problems make it difficult to bring in foreign students, and the College cannot compete for domestic students due to our very low stipends. These problems are especially pronounced in the natural sciences.

Departmental long-range plans. The Committee recommended that departments develop long-range plans outlining their goals, especially for the graduate programs.

Concerns regarding "The Milwaukee Idea"

The Committee discussed views that seem to be regularly expressed regarding The Milwaukee Idea.

  1. TMI seems to favor new programs, but not new programs that don't fit The Milwaukee Idea.
  2. On-going programs that fit into TMI are not being funded.
  3. The core of the College is not being strengthened.
  4. Departments are concerned that they did not receive feedback concerning proposals submitted.
Committee's Charter

Committee members agreed that its charge was sufficiently broad to allow it to consider some of the issues enumerated prior to this academic year. No further revisions are needed at this time.

L&S Dean Search Committee

The Committee urged the L&S Faculty to forward a resolution to the Provost recommending:
  1. That the current search for a Dean of the College of Letters and Science abandoned.
  2. Dean Meadows should be asked to continue in this position.
Position Requests

The Committee discussed how to proceed in reviewing position requests.
need to see a 5-year profile of each department's faculty/student ratio,
faculty-staff/student ratio, and undergraduate/graduate student ratio.
need to look at enrollment data over 5 years to determine if there are areas
with significant increases or decreases
The Associate Deans were invited to meet with the Committee to discuss their views on where are the greatest areas of pressure.

The Committee recommended the following position requests. The Dean's action (in parentheses) does not include positions contingent on action plan funding.

Humanities
Art History no additional positions; PAR position only (same)
Communication 1 position (no position)
English 1 position, in addition to the Vilas position (same)
FLL 1 position (same)
FICL 1 position, as replacement for Velguth (same)
Philosophy 1 position, in addition to the PAR position (same)
Spanish & Portuguese     2 positions, 1 as replacement for Julio Rodriguez (same)

Natural Sciences
Biological Sciences 3 positions (2 positions)
Chemistry 2 positions, in addition to the PAR position (PAR position)
Geosciences 1 position (same)
Mathematical Sciences     2 positions (same)
Physics 1 position (same)

Social Sciences
Africology 1 position (1 position)
Anthropology 0 positions (same)
Economics 1 position (same)
Geography 1 position (same)
History 2 positions (same)
