- Procedural Matters
- Election of Co-Chair - Genevieve McBride was elected unanimously as co-chair for 2002-2003.
- Election of Subcommittee Chairs - Jennifer Watson, Jay Beder, and Christopher De Sousa were elected unanimously as subcommittee chairs of the Humanities, Natural Sciences, and Social Sciences respectively.
- Meeting Schedule - Upon discussing the meeting schedule, members learned that the 9:00 a.m. start time would be a problem. They agreed to start meetings at 9:30 a.m. and approved the meeting dates in the tentative schedule.
- Review Procedures - Connie Jo explained the list of Automatic Consent/Approval items that the Committee had adopted previously. She indicated it would be amended to remove approval of adding the W-I statement to prerequisites. The W-I requirement has been eliminated.
It was moved, seconded, and approved to suspend the agenda to accommodate the guest.

Recommendation to Establish a Portuguese Minor - It was moved and seconded to recommend to the Dean approval of the Portuguese minor. Bryan Kennedy gave a brief summary of the reorganization of the Portuguese program. He explained that only two universities in the System offer Portuguese and noted that UWM has had a significant increase in enrollment since he started teaching at UWM. He informed committee members that American businesses are developing companies in Brazil, increasing the demand for students who can speak Portuguese. The primary issue of concern to Committee members was the proposal to count 200-level Portuguese courses (203, 204) as part of the 18 credits required for the minor. Most, though not all, language minors require 18 credits beyond the fourth semester (usually grammar) level. Bryan indicated that students of Portuguese completed their grammar studies in the first-year courses. The second-year courses are a combination of literature, culture, composition, and conversation topics that earn credits toward the minor in other languages. Committee members urged Bryan to revise the descriptions of 203 and 204, and he agreed to do this as part of a general overhaul of the Portuguese curriculum. The motion was approved unanimously.

Effective Date for Changes in Majors - Connie Jo explained that the question of effective dates for changes relating to majors was on the agenda at the request of some of the L&S Advisors. Two departments have questioned the practice of permitting students to complete any set of major requirements - or criteria to declare a major - in effect from the time they enter the university. In response to members' questions, Connie reported that her search of the policy and procedure files encountered codification of this practice for degree requirements, but she could find nothing in either university or L&S policies that formalized this practice for majors. Two departments had contacted her to express views contrary to that practice and to explain that it was necessary for changes to majors - or criteria to declare majors - to become effective immediately since such changes normally occur in response to issues that need to be addressed immediately. David Pritchard explained the recent changes in the criteria to declare the JMC major. He indicated it was the department's position that students declaring their major after August 19th (the official beginning of the semester in which the new criteria became effective) must do so under the new criteria. Members of the Committee expressed concerns about the impact on students who might not be aware of such changes going into effect. At the same time, they discussed compelling reasons to support the perspective of the departments. A consensus developed in support of the departments' position with the caveat that we would have to be vigilant about keeping current students and potential students at our feeder institutions well informed about imminent changes. It was suggested that this issue might fall more clearly under the purview of the L&S Academic Policies and Appeals Committee. It was moved, seconded, and approved with one abstention to refer the question to the APAC, asking that the committee either advise the Course and Curriculum Committee on the development of a policy or develop a proposal for such a policy itself.

It was moved, seconded, and approved to return to the order of the agenda.
- Old Business
- Portuguese Minor - see above.
- Degree Requirements Review Survey - Connie updated the Committee on the status of the Committee's proposal to the dean concerning the mandated review of L&S degree requirements. Dean Meadows is very supportive of the survey developed by the Committee, but he feels some changes are needed. He also would like to design versions of the survey suited to students and to academic staff members. Ideally, the surveys will be available on the web. The College office will provide support to the Review Committee. Connie will meet with the Dean soon to finalize the survey. She noted that the review should be completed in time to make recommendations, if any, to the Faculty at its spring meeting.
- New Business
- Humanities
- CARs/GERs
It was moved and seconded to recommend to the Dean approval of Commun 697 along with Econ and Sociol 697. They are jointly-offered capstone courses for the Organizational Administration major option of the CIM. There was a question about how students could be limited in the number of independent study-type credits applied to the Organizational Administration major. Connie explained that the Organizational Administration major's tight structure prevents this and noted that all such courses require approval before students can take them. The motion was approved with one abstention.

It was moved and seconded to recommend to the Dean approval of German 115 and 525. Jennifer Watson-Madler responded to questions about the courses. It was pointed out that a page of the syllabus for 525 was missing. This will be corrected before the CARs go to the APCC. The motion was approved unanimously.

Members questioned granting GER credit for the advanced Honors courses. Genevieve McBride stated this is necessary to allow students to fit Honors courses into their programs. She asked that the review of L&S degree requirements include consideration of a possible exemption to GERs for Honors students. After some additional discussion, the motion was approved unanimously.
