Minutes No. 4

  1. The chair, Jane Nardin, called the meeting to order at 12:01 p.m. in Holton Hall 241.

  2. Automatic Consent
    1. Minutes #2, 2002-2003 (November 5, 2002) and Minutes #3, 2002-20003 (January 31, 2003) were approved as submitted.

  3. Procedural Matters - None

  4. Old Business
    1. Proposal for a Policy Defining Student's Eligibility for a Set of Requirements when those Requirements Change - David Pritchard and William Maryl were invited to attend the meeting, but because of short notice neither was able to attend. The Committee debated the issues involved in passing a policy on the implementation of a change in requirements, and several proposals for a policy were reviewed (attached to minutes). Email messages from David Pritchard and William Maryl were presented to Committee members. Jane Nardin asked if the Faculty should set a limit on the number of years within which a student can declare an old set of requirements. Richard O'Malley proposed, and other members of the Committee agreed to, a five-year limit. Erl Olfe stated that many students who return after an absence of a number of years complete their major following the requirements stated in the current catalog. After much discussion, the Committee agreed to send to the Faculty for approval two "compromise proposals." If the Faculty does not pass the compromise proposals, Jane Nardin suggested, and the Committee agreed, that the other draft policies be sent to the Faculty. Members of the Committee asked that the rationale be strengthened before submission to the Faculty.

  5. New Business
    1. Policy on Extraordinary Accommodations - Erl Olfe explained to members of the Committee that the College is being asked to waive the Math requirement for a student with a fourth grade level in math. The student, when entering UWM, was led to understand that accommodations were allowed for a math disability. Under these circumstances, which Erl stated rarely occur, he feels that this particular appeal should be left to the Dean to approve or deny. He does not support adoption of the policy on Extraordinary Accommodations that has been proposed by UWM Legal Counsel and the director of the Student Accessibility Center. As a quorum no longer was present, this matter will be carried over to the next meeting.

      Connie informed the Committee that one department intends to drop students who do not attend the first day of class. Other departments have drop policies for non-attendance, but students usually are given the first week to show up to claim their spots. Connie asked if the Committee felt that the College should have a policy on this matter. The Committee agreed to have it as an item on the next agenda.

  6. The meeting was adjourned at 12:40 p.m.
