- The Co-Chair, Kristin Ruggiero, called the meeting to order at 3:42 p.m. in Holton Hall 241.
- Connie Jo announced that the changes to the TESOL proposal requested by the committee had been made. The Chair, Robert Jeske, reviewed them and found them to be satisfactory. The proposal has been forwarded to the Graduate School.

- Approval of Minutes #4, 2001-2002 (February 5, 2002) - There were no objections to the minutes; they stand approved.

It was moved, seconded, and approved to modify the order of the agenda to accommodate the guest.

Graduate Certificate in Rhetorical Communication
Kathryn Olson explained the origin of the program, summarized its purpose and content, and answered questions from Committee members. It was moved, seconded, and approved to recommend to the Dean approval of the proposal to create a Graduate Certificate in Rhetorical Communication, contingent on the insertion of language that encourages students to participate in a program of practical application, if appropriate. In addition, the Committee members agreed that they wish to receive from the program coordinator an informal follow-up report two years after the program is implemented. Furthermore, the members expressed the view that more scrutiny of all certificate programs is needed. Next year, the Committee will invite coordinators from all certificate programs implemented by Fall 2000 to attend a meeting of the Graduate Program Committee to discuss the status of their programs.

- Review Graduate School Committee Nominations
Members reviewed the Graduate School's request for nominations for graduate committees. They agreed that the Committee on Committees should continue to make the nominations, but GPC members were interested in providing input for the Graduate Faculty Council. They voted to recommend three nominees (Fred Helmstetter, Ed Mabry, and Cam Tatham) for the GFC to the Committee on Committees. The GPC will reassess its role in this process next year.
- Proposal to Create a Graduate Certificate in Rhetorical Communication - see above.
