Academic Planning Committee
Annual Report 1999-2000


The Academic Planning Committee held nine meetings during the 1999-2000 academic year. The meetings were held on November 3, 1999; February 7, 2000; March 6, 2000; April 21, 2000; May 12, 2000; May 31, 2000; June 7, 2000; July 6, 2000; and August 3, 2000. The Committee's business is outlined below.

Procedural Matters

Committee members decided that a regular meeting schedule was not necessary and that meetings would be scheduled as issues arose.

Mark Schwartz was elected unanimously as committee chair for the 2000-2001 academic year.

Meetings with the Dean

Dean Marshall Goodman met with the committee on five occasions. He discussed the following topics:

  • Criteria for PAR Monies
  • Guidelines for Opening Vacant Faculty Positions
  • Dean's Proposals for Utilizing BAGS Monies
  • Role of APC in The Milwaukee Idea, Round Two
  • Proposal for a School of Journalism and Media Studies
  • Predicted Funds Available for Ad Hoc and GTA Expenses in 2000-2001
  • Center for Canadian-American Policy Studies at UWM
  • Three College initiatives--L&S V(irtual), L&S E(ducation), Wisconsin Worldwide--that were approved by the Vice Chancellor/Provost
  • Position Requests for 2000-2001
  • Dean's Decisions Regarding Positions for 2000-2001
Committee Actions

The Committee took the following actions:

  • "The APC supports developing new investments at UWM but opposes reallocation of funds from academic units to non-academic activities, such as a capital campaign, because of the negative impact on the quality of education at UWM. The APC favors utilizing alternative sources for reallocation, particularly gifts and external fund-raising resources." The Committee directed the chair to send a letter with this motion to UWM's various governance groups and the vice chancellor.

  • The Committee unanimously approved that the chair of APC request a one-page summary from each center/institute that provides its purpose, budgetary information, and goals and aspirations for the future. These summaries will serve as a general reference for the committee and the faculty so that the faculty can provide more informed recommendations and advice to the dean when matters relating to those units arise.

  • The Committee forwarded to the Dean, with its support, the following Milwaukee Idea, Round Two proposals that had been submitted to the Committee:
    • graduate and undergraduate education in biotechnology
    • collaborative community and university partnerships
    • center for technology, communication and information design
    • school of journalism and mass communication

  • The Committee reviewed and unanimously approved proposals from Art History; Biological Aspects of Conservation; Women's Studies; and Film, Video, and Digital Arts. Recommendations for the Journalism Mass Communication proposal were as follows: (1) the Broadcast Journalism academic staff position and the Advertising and Public Relations academic staff position were given top priority based on current curricular needs; (2) the Politics and Mass Media faculty position and the International Studies faculty position should be pursued later through an inter-disciplinary process involving other departments.

  • The Committee approved the proposal for opening vacant faculty positions after recommending that the last sentence of the second proposed guideline be deleted.

  • Committee reviewed the requests for replacement positions and recommended that 29 positions be funded for the 2001-2002 academic year. Specific recommendations are listed in the June 7, 2000, on-line minutes for this meeting (www.uwm.edu/letsci/committees/2000/apc/apc060700m.html).

  • A proposal to change the name of the Department of Journalism and Mass Communication to the School of Journalism and Mass Communication was approved, with the following understandings:
    • that the School will be the functional equivalent of a department within the College and will be governed by the policies and procedures applicable to departments within the College and the University;
    • that the School's head will have the title of "director,"; but will be the functional equivalent of a department chair and will have only those duties and functions conferred to department chairs;
    • that the school designation will grant no entitlement to resources from within the College different from those available to the current Department of Journalism and Mass Communication.

  • The Committee members agreed that this endorsement will not be forwarded to the Dean until such time as the Committee has been notified that the proposal has been approved by the Department.
Committee Discussions

The Committee discussed the following topics:

  • Changing Role of the APC: The Committee Charter calls for a larger role for recommending new hires to the dean. The members should become better informed about the campus budget. A discussion with the Associate Deans will be scheduled so that the Committee could hear their perspectives on the departments with which they work closely.

  • Bachelor of Arts in Global Studies Faculty Positions: The BAGS faculty hiring proposal was discussed. There was concern about the makeup of the Center for International Education's Advisory Committee, hiring faculty fellows, and hiring before having a clear idea of the curriculum. The major concern was that departments should be kept well informed of the planning process at every stage and that ample opportunities should be provided for input from those departments who do not have representation on the Advisory Committee.
