- Professor William Kean, the Chair of the Committee, called the meeting to order at 11:34 a.m. in Holton 241.
- Automatic Consent
- The minutes of April 1, 1999 were approved with the following corrections:
- Mick Day and Rachel Skalitzky were present;
- the word "members" was added after the word "faculty" in two places in the note following the statement on contingent approval of Honors 462 681.
The agenda was suspended to address items of interest to the guests.
V.C.1) It was moved, seconded, and approved to accept the CAR form for Pol Sci 778-500 Capstone Seminar in Political Science (new course). Several changes/corrections to the syllabus were noted.

V.A. 3) It was moved, seconded, and approved to accept the proposed revisions in the Linguistics major.
V.A.4) It was moved, seconded, and approved to accept the proposed revisions in the Linguistics minor.
V.D. The desire for and problems associated with double listing (under two department numbers) courses not regularly approved as jointly offered courses were discussed. There is a strong consensus that the interdisciplinary cooperation is very desirable as well as awareness that departments are under pressure not to lose enrollments. The limitations of the current course system do not allow tracking all such connections and, therefore, do not allow accurate automated degree audits for students who take such courses. There is no guarantee that any new system (e.g. Peoplesoft) will permit the appropriate record keeping. With that background, it was moved, seconded, and approved that the Course and Curriculum Committee send the following statement to the Vice Chancellor:
The Course and Curriculum Committee of the College of Letters and Science affirms its strong support for interdisciplinary programs and interdisciplinary inter-departmental curricular offerings. In particular, the Committee strongly endorses the principle that students and faculty should be able to participate in a course of study that includes courses taught across departmental boundaries and with faculty and content that are identified with two or more departments, schools, or colleges.
In order to fulfill its mission to offer interdisciplinary, inter-departmental, intercollegiate courses and programs, the L&S Course and Curriculum Committee requests the following:
that as soon as possible, the Department of Enrollment Services and the Department of Information and Media Technology implement a means by which the student database can determine when and how students who have completed multi-department-listed courses satisfy departmental course credits, major and school/college course requirements, and degree requirements. Any new technology (e.g. PeopleSoft) adopted for the student database must have the ability to accommodate interdisciplinary, inter-departmentally-listed programs and courses.
The Committee returned to the regular agenda.

A motion to accept History 448-473 History of Wisconsin Indians, GER-HU/CD request, failed for lack of a second.
It was moved, seconded, and approved to accept the curricular area name change for 952 Urban Studies Program. The new name will be just Urban Studies.
It was moved, seconded, and approved to accept the proposal to modify the Certificate Program in Asian Studies.
It was moved, seconded, and approved to add Sociol 900-192 Freshman Seminar: The Color of Community," request for CD credits, to the agenda. The motion to accept this request was seconded and approved.
At 1:53 p.m., the Chair had to leave. The Co-Chair, Bob Moore, assumed the chair.
- Old Business
- Members discussed the APCC's decision to return the Community Program in Jewish Studies to the Dean without approval and the Dean's request to the L&S C&CC to consider its position on requiring a degree for the awarding of certificates. It was moved, seconded, and approved to reaffirm the College's position that certificates require that the student have or concurrently earn a degree. Members felt that this added strength and credibility to the meaning of a certificate. They discussed alternative structures for the kind of acknowledgment the Jewish Studies proposal wished to award and expressed their belief that more people without a degree may be seeking some kind of credentials from the university. The name, "Community Dipioma Program," was suggested for such credentials. It was agreed that Sona Andrews should be asked to convene a group representing academic units across campus to develop parameters and approval procedures for this kind of credential.
- Connie reported on the feedback she had received concerning the committee's draft of a policy statement requiring senior standing for capstone courses. The proposal was distributed and explained at a meeting of the US Chairs, and they were asked to secure the views of their departments concerning the policy. Several departments registered their approval through the submission of capstone requirement statements and/or courses that fit the policy. Two departments indicated that they had no objections to the policy. One department said it would not have time to address the issue until later and requested that action on the policy be delayed until September. The remaining departments made no response. Committee members voiced concerns over whether the policy had been discussed in all the departments. Connie was asked to forward a copy of the policy to the departments with a cover memo/ballot that departments could use to express their support or objections to the proposal.
- The draft of a modification of the Bulletin language describing the Concentrated Study in Two Departments or Curricular Areas, prepared by Connie Jo at the Committee's request, was reviewed briefly. Members agreed that the issue was too important to rush through it and decided to postpone discussion of the draft until the next meeting.
- There being no further business, the meeting was adjourned at 2:22 p.m.
