(Ph.D., University of Chicago, 1985) joined the faculty in 1992 after teaching at the University of Michigan. She is a Full Professor in the Policy, Planning and Administration methods area, and also teaches health policy, social welfare, and aging. She has prior direct practice experience and has worked as a planner, administrator, and state budget analyst. Her research is in the areas of aging and health policy with special focus on in-home services, housing, and community practice and women's issues. She has completed two books, Housing Risks and Homelessness Among the Urban Aged, and Wages for Caring: Compensating Family Care of the Elderly. Her most recent paper, Handle With Care is a study of the "grey market" in long-term, consumer-directed care.
