Virginia Carlson, Associate Professor |

Dr. Carlson has
interests in the areas of urban and regional economic development and
spatial segregation of labor markets. She teaches courses in cities and
regions, planning analysis, budgeting and finance, and economic
development. Recently, Dr. Carlson published a book entitled, The
Availability of Women Workers: Effect on Company Location. Dr.
Carlson has also published numerous articles in professional journals.
Recent topics have centered on employment and economic issues.
Forthcoming in 1998, is a paper entitled, "Local Labor Market
Information," in Economic Development Quarterly. Dr. Carlson’s
"Spatial Mismatch in Chicago," was published in the Spring 1997 issue of

Nancy Frank, Chair,
Urban Planning and Associate Professor |

Dr. Frank is Chair of
the Urban Planning Program. She teaches planning theory and courses in
environmental planning. Dr. Frank’s areas of interest include
environmental planning, policy issues related to environmental hazard
assessments, and sustainable development. She also has expertise in the
field of Criminal Justice. In 1995, Dr. Frank co-authored a book on this
subject, Criminal Court Process. She also serves as editor of
WAPA News, the newsletter of the Wisconsin Chapter of the APA.

Mike Greenwald, Assistant Professor |

Dr. Greenwald’s main
interest involves the connection between land use and transportation
behavior; specifically, investigating the application and policy
implications of New Urbanism. He is also interested in the application
of geographic information systems (GIS) to multi-jurisdictional planning
efforts. He teaches courses in land use planning and policy, planning
for suburban areas, and Smart Growth. Dr. Greenwald has published
articles on the ability of New Urbanist design criteria to affect travel
mode choices, and on the opportunities for and impediments to
establishing regional GIS with participants having differing levels of
legal authority. He is currently involved in research sponsored by the
Robert Wood Johnson Foundation, analyzing land use and travel patterns
for older residents in Milwaukee. He is also involved in a separate
project helping a community in southeast Wisconsin develop a general
land use plan consistent with the state Smart Growth law, implemented in
1999.

William Huxhold,
Professor |

Professor Huxhold has
interests in the field of urban geographic information systems (GIS).
Prior to his appointment at the University in 1990, he was MIS Project
Director at the City of Milwaukee, having responsibility for the
development of information systems for the city. In 1975 he established
and directed the nation’s first computer graphics-based geographic
information system at the City of Milwaukee. He has published three
books on GIS and teaches three GIS courses in Urban Planning.

Joseph Mangiamele,
Professor Emeritus |

Dr. Mangiamele is
concerned with the role of local and state government in growth
management, as well as transfer of development rights as an
environmental and regional planning tool, and development of methods for
citizen involvement in urban planning and urban design.

Welford Sanders,
Adjunct Assistant Professor |

Mr. Sanders has
interests in the fields of urban and regional planning, real estate, and
community and neighborhood planning. He also has an extensive background
of housing research. Mr. Sanders recent publications regarding housing
issues include: "Regulating Manufactured Housing," "Current Trends in
Factory-Built Housing," and "Market Analysis for Owner-Occupied
Manufactured Housing in Milwaukee’s Inner City." Mr. Sanders instructs
the undergraduate course, "Urban Planning Solutions to Contemporary
Urban Problems," as well as, "Applied Planning Workshop" at the graduate
level.

Sammis White,
Professor |

Dr. White focuses on
issues in public policy, economic development, education, welfare, and
housing. He has specific interests in job creation and education in
central cities. He teaches courses in "Public Policy Analysis" and
"Housing Markets and Public Policy." Dr. White has published numerous
articles on social and educational topics. Recently, he has written
articles published in Urban Education and Urban Studies,
among many others. He co-authored his second book, The
Entrepreneurial Process: Economic Growth, Men, Women, and Minorities.
In addition to his Urban Planning duties, Dr. White works in the UWM
Center for Urban Initiatives and Research, where he undertakes a wide
variety of research studies.

Ms. Esswein is an
urban planner with expertise in urban design, growth management, land
use, design guidelines, and community development planning. Carolyn's
professional experience includes developing plans and providing ongoing
consulting for numerous communities and developers in Wisconsin. She
teaches courses in land use planning and urban design.

Director, Senior Policy Advisor and General Counsel, Family Resource
Coalition of America |

As a lawyer,
practitioner and academic, Dr. Harris’ interests span the topics of
Constitutional land-use law, social policy reform, community
development, and alternative dispute resolution. Dr. Harris service a
key role in a national organization which seeks to transform policy and
practice to better support the empowerment of families and communities.
Dr. Harris instructs courses in negotiation and mediation and
Constitutional issues in land-use.

David R. Riemer |

David Riemer has worked at all three levels of
government during nearly 30 years in public l i fe.
He has served as Budge t Director, Administration
Director and Chief of Staff for City of Milwaukee
Mayor John Norquist. He has held positions as
Legal Advisor and Budge t Director to two
Wisconsin Governors - Lucey
and Doyle. And he's worked as
Counsel to US Senator Edward
M. Kennedy. Along the way,
Riemer has played a major role
in reshaping local, state, and
even national policy on public
administration, welfare, health
care, and education. |
