The competition brief called for "a facility that accommodates rehabilitation services and limited onsite living facilities for children and their families."

AIAS/vinyl Institute Competition

The jury for the 2007 AIAS/Vinyl Institute Milwaukee Transit Stop Design Competition took place on December 4, 2007 at the School of Architecture and Urban Planning at the University of Wisconsin-Milwaukee. The program challenged students, working individually or in teams, to learn about construction materials, specifically vinyl building products, and their assembly in the design of a transit stop. The competition was sponsored by the Vinyl Institute (VI) and administered by the American Institute of Architecture Students (AIAS).

Participants explored the AIAS FORUM 2007 convention theme, “Architecture in Motion,” while creating their design concepts. As the city grows and develops, one issue facing Milwaukee is adequate public transportation. The Milwaukee County Transit System provides bus service for the City. MCTS serves one of every twelve Milwaukeeans every day with an average on-time rating of 97%. In 1987 and again in 1999, the system received the highest honor by being selected as the best transit system in the country when the American Public Transportation Association (APTA) presented the Outstanding Achievement Award to MCTS.  In this competition, the “Architecture in Motion” theme was applied literally to the transportation system in the design of a transit stop for the MCTS. By utilizing vinyl building materials in a creative manner, the transit stop can become a vibrant and integral part of the surrounding community.  Through this project, participants were able to investigate sustainable design concepts and developed an awareness of the recyclable nature of vinyl building materials.
