ABSTRACT: Legislative papers of a Democrat from Waukesha, Wisconsin who served as Speaker of the Assembly from 1977 through 1982. Included are correspondence, legislative bill files, and microfilmed biographical clippings. The subject files contain a wide range of documentation on Jackamonis' involvement with most of the prominent issues of the period such as state and federal budgets, economic development of Wisconsin, taxation, and public employee labor issues, and on his political opposition to Governor Lee S. Dreyfus. There are also numerous files on his role on many standing and special committees concerned with regulation of cable television (on tape are two public hearings held on this issue), legislative oversight of executive agencies, lobbying, occupational licensing, and many other issues. There is also extensive information on the improvements in internal assembly operations for which Jackamonis was responsible and on his administration of the committee structure. Also included in the subject files are genre categories of his press releases and newsletters.

Correspondence includes indexed general exchanges with constituents and others and policy-level letters to and from executive agency administrators. The legislative bill files contain correspondence and material distributed by lobbyists and others to influence voting on specific legislation. Extensive biographical clipping scrapbooks are available on microfilm.

SCOPE AND CONTENT NOTE: The Edward Jackamonis Papers are a large collection of legislative papers which document his involvement with a host of important political issues and with the internal administration of the Assembly. There are no personal papers in the collection, nor is there any information on his career as an instructor of political science at UW-Waukesha or as an agency administrator with the Wisconsin Housing and Economic Development Authority. There are only scattered references to his election campaigns.

Although the collection is primarily concerned with Jackamonis' public legislative record, there are numerous notes and memoranda exchanged with members of his staff which provide glimpses of legislative decision-making not offered in the papers of many contemporary legislators.

The collection is organized as subject files, speaker's agency files, correspondence, legislative bill files, and microfilmed biographical scrapbooks.

The Subject Files originally consisted of two groups of files: paper folders for small groups of documentation and three-ring binders for larger accumulations. After rigorous weeding to remove secondary material more accessible elsewhere and archival documentation more appropriately saved in the records of the creating agency, this size distinction was less apparent, and the two groups were combined into one alphabetical file. The resulting series includes a wide range of documentation on most of the prominent political issues of the period which Jackamonis served in the legislature. Well documented are such issues as state and federal budgets, Wissconsin economic development, taxation, and public employee labor issues. Because of Jackamonis' increasing role as spokesman for the opposition after 1979, references to Lee S. Dreyfus are frequent in the documentation from this period. Jackamonis served on numerous standing committees of the Assembly and special study committees of the Legislative Council; those on regulation of cable television, legislative oversight of executive agencies, lobbying, and occupational licensing are especially well represented. There are also numerous files dealing with management improvements introduced in the Assembly during his tenure and his administration of that body's committee structure. Material on other issues with which Jackamonis was particularly involved include airport regulation, court administration and judicial salaries, and the McMiller Shooting Range. There are also numerous references to issues of local concern in Waukesha and Waukesha County. Also located here are genre categories for Jackamonis' press releases and newsletters.

Speaker's Agency Files, 1978-1982, was a special correspondence series created after Jackamonis was elected to the post. The file contains his exchangeswith top administrators of state executive agencies and with Governor Dreyfus. The files are arranged alphabetically by agency name, with those on the Department of administration, in which Jackamonis had an
ongoing interest, and the Legislative Reference Bureau being most extensive.

General Correspondence contains incoming and outgoing letters from constituents and others concerning legislation, issues, and various problems. The correspondence is arranged chronologically by year and by month. Also included are six boxes of alphabetical cards which index communications by correspondent name, together with a summary of each communication. The cards are filed into district and out-of-district categories within several time periods. Unfortunately there are no subject indexes or internal cross references to material filed in other portions of the collection.

Legislative Bill Files contain information distributed by constituents, lobbyists, advocacy groups, state agencies, and others in order to influence voting on specific legislation. These are filed chronologically by session and then by legislative branch. The Collection includes files only for the 1977-1978 through the 1981/1982 sessions, although a few files from his first term in the legislature were extracted from the General Correspondence.

The papers also contain an extensive collection of microfilmed Biographical Scrapbooks. Because the clippings were to be returned to the donor after filming no effort was made to eliminate duplication or correct the arrangement. Breaks in the chronological order are especially evident within the 1977 scrapbooks.


BIOGRAPHICAL NOTE: Edward G. Jackamonis, one of the most powerful Assembly speakers in Wisconsin history, was born in New Britain, Connecticut, on October 19, 1939. After attending local schools he received a B.A. from Northeastern University in 1962, then continued his education at the University of Wisconsin where he received an M.S. in political science in 1964. In 1966 Jackamonis accepted a position as instructor of political science at the University of Wisconsin's Waukesha Center.

In Waukesha Jackamonis was active in local Democratic politics, but only gradually did he become interested in seeking elective office. As part of a coalition of political activists and Eugene McCarthy supporters who attempted to revitalize the Waukesha County Democratic Party, Jackamonis made an unsuccessful attempt at winning the county chairmanship in 1969. Only a few months later, however, he announced his candidacy for the Assembly and this time was successful as part of a general Democratic resurgence in Waukesha County.

Jackamonis quickly emerged as one of the leaders among his contemporaries in the Assembly. In 1973 he was selected as chairman of the State Affairs Committee and vice-chair of the Environmental Quality Committee (an appointment which took advantage of his strong interest in environmental issues) and of the Legislative Council's Committee on Lobbying Laws, another special interest. As chairman of the State Affairs Committee he earned a statewide reputation for his support of legislation for state regulation of cable television. The full extent of his committee assignments is listed in the 1982 Blue Book.

In 1975, in addition to being reappointed to leadership posts on Environmental Quality and State Affairs, Jackamonis was voted speaker pro tem, the second highest statutory post in the Assembly. Although the duties of the position were chiefly honorary, Jackamonis often presided in the absence of Speaker Norman Anderson. In 1976 Anderson was defeated in the primary election, and Jackamonis moved up to take his position. At the same time James Wahner was elected majority leader, thus giving the large Democratic majority an entirely new leadership. The very size of this Democratic majority posed problems for the new leadership, but after some initial difficulties Jackamonis was able to overcome the difficulties due to his mastery of scheduling procedures and his strict adherence to agendas. He also began efforts to streamline Assembly administrative and management procedures. Throughout his term in the Assembly Jackamonis was a fierce defender of the authority of the legislative branch of government, and he was partly responsible for the implementation of innovative procedures for legislative oversight of executive agencies. By the conclusion of the 1977 session political columnist John Wyngaard termed Jackamonis "one of the most effective speakers" in Wisconsin history; Frank Ryan of the Capital Times described his authority as "olympian" and called him the single most influential member of the Legislature. In 1978 the Jackamonis-Wahner team was reelected without contest.

However, Jackamonis' second term was troubled, as the state elected as governor the maverick Republican Lee S. Dreyfus with whom the Democratic legislators found it increasingly difficult to work. After Wahner resigned in 1980 Jackamonis moved ito a more challenging and prominent position as he attempted to act as the spokesman for the opposition to Dreyfus' administration. Until his time Wisconsin Assembly speakers had been relatively anonymous, wielding their power through committee appointments and control of floor discussion, while the majority leader managed partisan debate. Although Jackamonis was able to unite Democrat factions on crucial votes, he was not personally popular within the Democratic ranks. Jackamonis' position became increasingly more difficult within the caucus after the presidential election of 1980. At the start of the 1981 session an effort by conservative insurgents to oust him as speaker as a result of what they saw as his favoritism was narrowly defeated, and then only at the cost of relinquishing some authority. The 1981-1982 session during which Democrats were beset by doubts over party direction and fearful of taking stands on controversial issues proved a difficult one for the party leadership. No doubt this situation, coupled with personal and financial considerations, prompted Jackamonis' June 1982 decision not to seek reelection.

Since leaving the Legislature Jackamonis has served as head of the Wisconsin Housing and Economic Development Authority.
