In the early 1960s the Game Management Division of the Department of Natural
Resources, with permission from the State Legislature, initiated a program to
manage the deer population in various areas of Wisconsin. As part of this
program the DNR issued party permits that controlled the number of hunters in
each individual region of the state. However, towards the early 1970s, bills
appeared in the Legislature calling for a modification or elimination of the
party permits. Above, are the undated notes of Assemblyperson John Alberts, who was in
favor of retaining the current program.
