From 1923 to 1946, Dr. Frank E. Baker was president of the Milwaukee State
Normal School (predecessor of the University of Wisconsin--Milwaukee). During
his administration, Baker wrote a large number of speeches and articles on the
state of education in the United States. Among his work is this speech, given at
the 1943 Commencement ceremony, detailing the effect of World War II on the
youth of the 1940s.
