ACCESS
There are no access restrictions on the news film collection. UWM students, faculty, and staff, as well as the general public, are welcome to view the collection free of charge in the Archives Department's Reading Room, located in the UWM Libraries. Researchers are encouraged to make arrangements with us prior to their visit.
On-site access is mainly provided through our videocassette library of footage transferred from the original news film. Researchers should consult the Subject Listings section of the finding aid to determine if the desired footage is available on video. Department staff are available to identify additional footage not listed on finding aid. In most cases, researchers may view the original film if a videocassette copy is not available.
Off-site access is provided through the Wisconsin Historical Society’s Area Research Center Network. Footage may be kept for the usual loan period. It may not be checked out or further duplicated.
REFERENCE SERVICE
Staff will gladly assist researchers in conducting basic research such as identifying relevant footage using the finding aid and other reference tools. Due to staffing limitations, we are unable to conduct extensive searches on behalf of researchers.
COPYING SERVICE
Copying service is coordinated by the Archives. Researchers may not make their own copies. Before any copies can be made, the researcher must complete a Request for Film Reproduction form.
The Archives will provide copies of footage that have been transferred to a duplicating master. This service is provided at our usual copying rates. A maximum of two hours is devoted to each copying order per semester.
If footage has not been transferred to a duplicating master, the researcher may be required to bear the costs of reformatting. These costs may be considerable. To ensure preservation of the original news film, reels are reformatted in their entirety. Researchers will be charged for production of 1) a duplicating master, 2) an access copy stamped with a time code, and 3) a use copy. The Archives retains ownership of duplicating masters and access copies. We will provide a cost estimate before any work is done. Work is scheduled as resources permit, and the Archives cannot guarantee turn-around times.
TERMS OF USE AND USE FEES
Tax is charged, if applicable.
Personal Use
The Archives does not charge individuals for their personal use of copies from our collections.
Public Use
Requests for public use (commercial or non-commercial) must be submitted in writing and approved. WTMJ-TV retains copyright to all materials in the collection (news film, scripts, photographs, etc.). Individuals making public use of news footage must sign a Use and Indemnification Agreement. The Archives requires a copy of any film/video containing footage from the WTMJ-TV News Film Collection to be donated to the UWM Libraries.
Filmmakers and public television stations considering using WTMJ-TV footage in a broadcast, program, or film may purchase a preview copy in VHS or DVD format. Copies will be produced by UWM's Instruction and Media Technologies (I&MT) and charged at their usual rates. Preview copies will include a time code to assist in the final selection of footage.
Use fees are charged by the total seconds of film used; a minimum use of 15 seconds is required. These fees are separate from and in addition to any duplication fees. Rights are granted for the life of the project and are included in the following fees.
