ABSTRACT: This collection contains the records of a former publicist and member of the Milwaukee Board of School Directors. The papers mainly consist of correspondence and reports regarding Lorraine Radtke's career with the School Board and its various committees, such as the Special Committee on Equality of Educational Opportunity and the Committee on Instruction. These records also include a study, conducted by Radtke, examining the attitudes of teachers in the Milwaukee Public School System. Of interest are the materials relating to the segregation and integration of the schools. A small portion of the records reflect Radtke's other occupations and private life, including personal correspondence. The collection also contains newspaper clippings, fliers, and programs for the 1947 and 1948 season of Music Under the Stars sponsored by the Milwaukee County Park Commission.

ACCESS RESTRICTIONS: There are no access restrictions on the materials, and the collection is open to all members of the public in accordance with state law. However, the researcher assumes full responsibility for conforming with the laws of libel, privacy, and copyright which may be involved in the use of this collection (Wisconsin Statutes 19.21-19.39).

SCOPE AND CONTENT: The collection is divided into three series. Series 1 consists of records regarding Radtke's personal life. This section contains her personal correspondence, newspaper clippings, and her writings not related to the Milwaukee Public School. A photograph of the Radtke family coat of arms can also be found in this series.

Series 2, the largest series, contains information about various aspects of the Milwaukee Public School System. Subjects covered in this series are the desegregation of the schools, the start of a breakfast program, teacher strikes, and general complaints about the schools. The records include committee reports, correspondence, newspaper clippings, and meeting minutes. Of interest is an audio cassette tape sent to Radtke by an irate white male regarding the desegregation of the schools. Another fascinating aspect of the series is the report on the attitudes of Milwaukee's teachers compiled by Radtke. The report reflects the racial biases of the teachers in 1965.

Series 3 highlights Radtke's participation in the 1947 and 1948 Music Under the Stars performances, which were a series of concerts supported by the Milwaukee County Park Commission. The shows featured some of the leading musicians and vocalists of the era, such as Robert Merrill and Helen Traubel. The records consist of materials found in two scrapbooks, which contained newspaper clippings, fliers, and concert programs. The scrapbooks were photocopied onto acid free paper, and the fliers and programs were removed from the scrapbooks and placed into folders.

ARRANGEMENT: The files are organized alphabetically by personal name, name of office, or by subject, then chronologically. Files can contain a variety of materials, including correspondence, newspaper clippings, and reports.

The audio cassette tape has been removed from this collection and placed with the other audio cassette tapes.
