ABSTRACT:  This collection contains the papers of Belden H. Paulson, a local leader in citizen action, economic improvement and sustainable living in the Milwaukee, Wisconsin area. These papers document his career with two organizations during the years 1974-1988: Goals for Greater Milwaukee 2000 and the Center for Urban Community Development, affiliated with the University of Wisconsin--Extension and later the University of Wisconsin--Milwaukee.  Records include conference planning files, correspondence, meeting minutes, newspaper clippings, and reports. There is very little documentation of Paulson’s other professional or avocational activities, or of his personal life.

ACCESS RESTRICTIONS: There are no access restrictions on the materials, and the collection is open to all members of the public in accordance with state law. However, the researcher assumes full responsibility for conforming with the laws of libel, privacy, and copyright which may be involved in the use of this collection (Wisconsin Statutes 19.21-19.39).


SCOPE AND CONTENT:  The collection is organized into two series. Series 1 documents Paulson’s involvement with Goals for Greater Milwaukee 2000. Goals for Greater Milwaukee 2000 began in 1978 when Milwaukee area leaders, among them Belden H. Paulson, discussed and then implemented a volunteer, community-based citizens’ association interested in improving the quality of life in Greater Milwaukee.  The group evolved in 1983 into Action for Goals 2000. Paulson's papers reflect activity in planning and implementation, and include records of the Board, the Interim Steering Committee, and the Outreach/Education Committee, co-chaired by Paulson. This committee worked to further the visibility of Goals for Greater Milwaukee in the area. Series 1 includes a great variety of inter-filed documents such as correspondence, meeting agendas and minutes, memoranda, planning files, reports, and vision statements. Most documents are printed though they include annotated or handwritten notes.

Series 2 documents Paulson’s work for the Center for Urban Community Development (CUCD). Paulson helped founded the CUCD in 1967 as part of the University of Wisconsin--Extension. The Center was integrated into the University of Wisconsin-Milwaukee in the early 1980s. Paulson served as CUCD chair from the early 1970s to the late 1980s. The series documents Paulson’s planning activities for the following conferences, all co-sponsored by the CUCD: Conference on Federal Revenue Sharing (September 25, 1975), Transformation: New Dimensions of Growth for the 1980’s and Beyond (November 7-9, 1979), The Changing Role of Work (October 6-8, 1983), and Globescope Wisconsin 88; Understanding Sustainability (March 11-12, 1988).  Conference files include a variety of documents such as correspondence, newspaper clippings and reference publications, planning documents, speaker information, and promotional material.


BIOGRAPHICAL NOTE:  Belden Paulson was born on June 29, 1927 in Chicago, Illinois. He received a B.A. from Oberlin College (1950) and a M.A. (1955) from the University of Chicago. Paulson then worked as a relief worker in Italy and from 1959 to1961 served as Special Consultant to the United Nations High Commissioner of Refugees in Rome. He graduated from the University of Chicago in 1962 with a Ph.D. in political science. His dissertation on Italian Communist community politics was entitled Revolution in the Villages of Southern Italy.  In 1962 Paulson became associate professor in the Department of Political Science at the University of Wisconsin--Milwaukee.  He helped to start the Center for Urban Community Development at the University of Wisconsin--Extension in 1967. In the early 1970s he moved from the Department of Political Science to the Center for Urban Community Development and served as its chair.  In the early 1980s Paulson co-founded Goals for Greater Milwaukee 2000, a citizen organization whose objective was to improve the quality of life for citizens of Greater Milwaukee through community planning. Circa 1995, Paulson retired from the University of Wisconsin--Milwaukee. As of 2005, Paulson and his wife Lisa live in Plymouth, Wisconsin, in an eco-community called High Wind.
