ABSTRACT: Records of the development and implementation of a welfare-alternative
research project in Milwaukee. Includes meeting minutes, correspondence, evaluation
reports, news clippings, staff and committee reports, and participant and control member
files. This collection portrays the evolution of the New Hope Project from its
developmental roots within the Congress for a Working America to its independent pre-pilot
experimental stage, and finally, to its full-scale three year implementation in two Milwaukee
neighborhoods. The New Hope Project was designed to replace the welfare system with four
work incentives: assistance in attaining jobs, wage supplements, health care assistance,
and childcare assistance. The underlying premise of the New Hope Project is based upon the
idea that with proper incentives people will work rather than seek welfare.
As a research project, a great deal of the collection is devoted to the selection of an
appropriate evaluation team. Manpower Demonstration Research Corporation (MDRC) was
selected as the independent evaluator. The collection contains records and reports of the
MDRC's relationship and evaluations of the New Hope Project in addition to the evaluations
and reports of several other agencies. Many of these reports place the New Hope Project
within the context of other welfare-reform projects, most notably the Wisconsin state
government implemented W-2. The implementation of the New Hope offer was continuously
re-evaluated and rescheduled dependent on the vagaries of contributed funds as depicted in
the committee reports to the Board of Directors.
ACCESS RESTRICTIONS: Boxes 11-54 of the collection are restricted. The Archives Department will not permit access to anyone without first obtaining the written permission of the NHP president or executive director. The NHP president or executive director must also provide us with a written statement of the sample member authorizing disclosure or release of personally identifying information, and written assurance from the requester that such information will be held in confidence. Responsibility for acquiring these documents lies entirely with the person seeking access to the records.
There are no access restrictions for the Office Files section of the collection. The collection is open to all members of the public in accordance with state law. However, the researcher assumes full responsibility for conforming with the laws of libel, privacy, and copyright which may be involved in the use of this collection (Wisconsin Statues 19.21-19.39).
SCOPE AND CONTENT: The records of the New Hope Project are divided into four
independent sections: Office Files, Control Files, Participant Files,
and Pre-Pilot Files.
Office Files: This section consists of the working files and records of the
administration of the New Hope Project. It features Board of Directors meeting minutes and
materials; contracts and agreements between the New Hope Project and the different
agencies that assisted with providing Community Service Jobs, wage supplements, health
care, and child care; National Advisory Board meeting minutes and reports; and the records
of the MDRC with relation to the New Hope Project. These records also consist of various
staff and committee reports, independent reports and evaluations of the New Hope Project,
and correspondence with relevant figures in the attempts to institute welfare
alternatives. Also included is some of the records and correspondence of the Congress for
a Working America, both before and after the New Hope Project became an independent
entity.
Control Files: In implementing the New Hope Project, an equivalent number of
participant and control members were randomly selected in order to make a balanced
evaluation of the results of the New Hope Project. This section contains the personal
files of those people who did not receive any of the New Hope benefits for the three-year
project from 1995-1998. These files are not listed in the inventory and are currently
restricted.

contains the personal files of those people who did receive the New Hope benefits.

Pre-Pilot Files: Prior to the full implementation of the New Hope Project, the Project
launched a pre-pilot program from 1992-1994 in order to make a preliminary evaluation and
any necessary design changes to the New Hope Offer. The Pre-Pilot Files section contains
the personal files of those participants who received the New Hope benefits during this
phase. These files are not listed in the inventory and are currently
restricted.
ADMINISTRATIVE HISTORY: The New Hope Project was developed and initially
designed by the Congress for a Working America (CFWA) in 1988. As an economic independence
advocacy and action group, CFWA introduced the New Hope Project, as well as the Earned
Income Tax Credit, as a means to provide poor people with an incentive to work their way
out of welfare. The New Hope Project was designed with the intention of demonstrating that
economically disadvantaged people do have the desire to work and be financially
independent, but have not been provided with the proper incentives by the classic
conception of welfare. As a result, participants must have been employed at least
thirty hours
a week to receive New Hope benefits. The benefits themselves would come from private local
fundraising and grants from the Federal Department of Health and Human Services and the
Department of Labor.
In order to provide incentives to work, the New Hope Project proposed four inter-related
benefits. It sought to provide help for those seeking jobs, including the arrangement of
Community Service Jobs for those participants unable to find work in the private sector.
It sought to provide Wage Supplements that would put workers' families beyond 150% of the
poverty level while not disadvantaging them with unworkable tax situations. Finally, it
sought to provide reasonable health and child care to those participants who did not
receive these benefits from their jobs.
Following the initial design period under the auspices of CFWA, the New Hope Project
recruited a National Advisory Board of nationally recognized economic and social policy
experts. The New Hope Project became incorporated and developed its own Board of Directors
in 1992 while continuing to maintain ties with the CFWA.
In March of 1992, a pre-pilot group of fifty-two participants received New Hope Project benefits.
This pre-pilot was designed to give the governing structure of the New Hope Project a
working model with which to determine the specifics of the project's design as well as to
make a preliminary evaluation. The pre-pilot was initially scheduled to last until 1994,
but a few economic uncertainties caused it to last until 1995. Several independent
agencies made evaluations of the New Hope model and the Manpower Demonstration Research
Corporation (MDRC) was selected to be the permanent, independent evaluator of the
full-scale implementation of the project.
In August of 1994, the New Hope Project began its recruitment of participants. In order to
facilitate the study and evaluation of this project, a control group was also recruited.
These two groups were randomly selected from two zip codes in Milwaukee, 53208 on the
Northside and 53204 on the Southside. The Social Science Research Facility of the
University of Wisconsin-Milwaukee conducted a Neighborhood Research Survey to determine
the demographics and awareness of the New Hope Project in the two areas. The two groups
were equivalent in size, approximately 600 members in each group, and were periodically
compared in order to determine the effects of the subsidies of the project.
The three year project began in December of 1995 and finished in December 1998. The project
gained nationwide attention as the search for a viable replacement for welfare became more
intense in the late 1990s. Several articles and independent reports have been created
documenting the results and progress of the New Hope Project, and the MDRC continued to
study the project and issues reports following its completion.
