ABSTRACT: The collection is arranged in two series. The first series, the Mental Health Association files, contains the main subject files of the Association. These are arranged alphabetically by folder title and chronologically within each folder.

The second series, the Lulu Wendel series, is divided into two parts, and is the personal file of Lulu Wendel, former Association Secretary and first vice-president, as well as one of the twenty-seven original organizers of the Association. Lulu Wendel "A" contains some of the earlier records of the Association. The material within each folder is arranged chronologically, but there is no order as to subject or dates among the folders. Each folder is numbered and a descriptive inventory of each folder, compiled by Mrs. Wendel, is found in the folder which precedes folder number one of this series. Lulu Wendel "B" is arranged by subject Headings, and a descriptive inventory, prepared by Mrs. Wendel, can be found in the front of most of the folders.

The Milwaukee Mental Health Association Papers, 1941-1966, include the annual reports, board of directors minutes, agreements of affiliation, constitution and by-laws, as well as the correspondence and other records of the Association. The collection also contains correspondence of organizations and individuals, from 1944 to 1949, who were active in the formation of the Association.

ACCESS RESTRICTIONS: There are no access restrictions on the materials, and the collection is open to all members of the public in accordance with state law. However, the researcher assumes full responsibility for conforming with the laws of libel, privacy, and copyright which may be involved in the use of this collection (Wisconsin Statutes 19.21-19.39).

ADMINISTRATIVE HISTORY: The Milwaukee County Mental Health Association was formed in 1949 as the Milwaukee County Mental Health Committee. Its formation was the result of a meeting of twenty-seven laymen, professionals, and state and county health administrators in May, 1948, who felt that an organization should be created on the Milwaukee County level to work with the already existing Wisconsin Association for Mental Health. It was officially incorporated in 1950 as the Milwaukee County Society for Mental Health, and its affiliated with the Wisconsin Association for Mental Health in 1951. The name was changed to the Milwaukee County Mental Health Association in 1958.

The Association had its office at 110 East Wisconsin Avenue until 1957, when it moved to the YMCA Building at 610 North Jackson Street. The Association employed a staff consisting of a professional secretary and various part-time volunteers from 1952 until 1956, when Mrs. Mary Holand joined the staff as executive director.

The Milwaukee County Mental Health Association is financed by contributions to the Greater Milwaukee United Fund, of which it is a member "Red Feather Service", by Membership dues, and by unsolicited gifts. The Association conducts an annual Mental Health Week, holds lectures and panel discussions, prepares educational materials, and assists the state and county mental hospitals in various ways. These activities are implemented by the committees of the Association, whose number and size vary from year to year.
