ABSTRACT: Collection contains the records of a social welfare organization, founded in 1909, which acted as a catalyst for social change in Milwaukee through its varied activities and leadership. The UCS coordinated planning for Milwaukee County's public and private social agencies and provided financial support for some of the voluntarily maintained welfare organizations. The records were largely created by the Council of Social Agencies -- one of the two main bodies of the UCS -- and the Council's subordinate organizations: the Casework Division, Groupwork Division and Health Division, and the Social Planning Committee.

Much of the collection consists of correspondence from social organizations requesting financial assistance from UCS. The correspondence is filed under each respective organization and also includes USC's action with regard to the request as well as related contracts and receipts. Also includes voluminous files of correspondence and reports on a 1949-50 survey of social welfare and health services in Milwaukee County. The UCS was very active during World War II and joined the County Defense Council in organizing the Community War Chest which raised funds to support programs such as relief for allied countries, veteran's rehabilitation, dogs for defense, and relocating Japanese-Americans to Milwaukee.


ACCESS RESTRICTIONS: The following items are restricted, but may be used with written permission of the director of the UCS. These folders are: Central Agency for the Chronically Ill, Study Committee, 1951 (in Box 9); Central Agency for the Chronically Ill, Evaluation Committee, 1960-1961 (Box 9); Mental Health, re: Affiliation of State and Local Agencies, 1950-1953 (Box 22). The Review Committee of the Hospital Area Planning Committee, 1961-1966 (Box 3a) is also restricted.


SCOPE AND CONTENT: The records of the United Community Services of Greater Milwaukee primarily cover the years from 1930 to 1966. The collection consists includes annual reports; incoming and outgoing correspondence; material concerning the various member agencies and their relation to the central agency; minutes of various committees; newspaper clippings; studies concerning agencies and problems; and a variety of pamphlets and reports.

The records are extensive, but not comprehensive. They were largely created by the Council of Social Agencies -- one of the two main bodies of the UCS -- and the Council's subordinate organizations: the Casework Division, Groupwork Division and Health Division. A large number of records also exist for the Budget Committee, Family and child Welfare Division, Social Service Exchange, and Public Relations Department.

There are minutes of meetings for a number of committees and subcommittees that served under the Social Planning Committee. The minutes are organized chronologically in binders under the heading, "Social Planning Committee."

There are some records from the Executive Division, especially from its Budget Committee. Not included in this collection are the records of the Board of Directors or the Executive Committee.

Much of the collection consists of correspondence from social organizations requesting financial assistance from UCS. The correspondence is filed under each respective organization and also includes USC's action with regard to the request as well as related contracts and receipts. Included among the organizations are the United Service to China, Milwaukee Mission Kindergarten, Bethany Home, Wisconsin Humane Society, and the Wisconsin Association for the Blind.

Also included throughout the collection are various studies, conducted by the UCS and other groups, that addressed a variety of social concerns such as juvenile delinquency, unwed mothers, alcoholism, poverty, and the chronically ill. There are voluminous files of correspondence and reports on a 1949-1950 survey of social welfare and health services in Milwaukee County.

The UCS was actively involved in providing a wide range of programs during World War II. The collection contains records addressing the following topics: day care for children of working mothers; dogs for defense; Japanese-American resettlement; relief funds for several allied countries including France, Holland, India, Italy, China, and Norway; refugees; and veteran's rehabilitation.

The earliest records in the collection predates the founding of UCS, and consist of a 1903-1918 treasurer's account from the Children's Betterment.

The collection was acquired in three separate accessions and lacks uniformity in processing. The first two accessions (boxes 1-88) are arranged alphabetically and then chronologically. The collection contains volumes of minutes from a variety of committees and the Central Council of Social Agencies and Community Welfare. Most of the volumes are currently housed in boxes. However, thirty-seven of the volumes are oversized and are not in boxes. The volumes are listed in the finding aid by the group which actually created the records, and the volume number is always provided.

The third accession (boxes 1a-18a) has not been formally processed. It includes the records of the Public Relations Department of the United Fund Campaigns; files on the administration, organization, and budgets of UCS; and a detailed 1961-66 study on occupations, salaries, and wages.

An integrated finding aid to the three accessions has been compiled. The records are listed alphabetically according to subject, division, or committee.


ADMINISTRATIVE HISTORY: The United Community Services of Greater Milwaukee had its beginning in 1909, when the Provisional Charity Committee was organized in an effort to co-ordinate various philanthropic work in the city. In the same year, this committee sponsored a survey, conducted by Francis H. McLean of the Russell Sage Foundation, to review Milwaukee's health and welfare situation. The McLean survey resulted in the formation of the Central Council of Philanthropies on Dec. 14, 1909. Its purpose was "to provide a center for communication among the various charitable and philanthropic agencies, the churches and business associations of Milwaukee; to foster harmonious co-operation among them, to study social problems, to promote social and sanitary reforms and to assist in activities for the general welfare."

In 1913, the organization changed its name to the Central Council of Social Agencies, and in 1916 the first federated fund-raising campaign for local health and welfare agencies was established. The campaign was called the Central Budget of Philanthropies and became the Community Fund in 1923. The Council and Fund merged in 1934. During World War II the UCS was directly involved with the County Defense Council organized the United Community and War Fund, Incorporated, generally known as the Community War Chest. In 1948, the joint body was reorganized into the Community Welfare Council of Milwaukee County. In 1959, it became the Community Welfare Council of Greater Milwaukee, and in 1960, the United Community Services of Greater Milwaukee.
