ABSTRACT: Collection includes umpire rulings on grievances filed by council members numbered 1-407 along with various agreements between District Council 48 and the state of Wisconsin and others. District Council 48 represents employees of Milwaukee County government.


ACCESS RESTRICTIONS: There are no access restrictions on the materials, and the collection is open to all members of the public in accordance with state law. However, the researcher assumes full responsibility for conforming with the laws of libel, privacy, and copyright which may be involved in the use of this collection.(Wisconsin Statutes 19.21-19.39).


SCOPE AND CONTENT: The collection consists of Union contract agreements and umpire's (the term "arbitrator" is also used) decisions for the AFSCME District Council 48. District Council 48 represents employees of Milwaukee County government.

The majority of the collection consists of umpire's rulings on grievances filed by Council members. The rulings are arranged by case number, 1 through 407. There are also umpire decisions which have no case number, which are arranged in alphabetical order by the person who filed the grievance.

The umpire rulings provide the following information: who filed the grievance; the date of the hearing; who made an appearance for both the union and the county; what the grievance was; background of the grievance; the union and county positions; a discussion of the grievance; umpire's ruling; the date of the ruling; and the name of the umpire.

The grievances deal with a number of issues, including changes in working shifts, requirements to do more than is stated in the job description, and being denied time off when requested.

There are also contracts between various departments within the state of Wisconsin, Milwaukee County and District Council 48, from 1969 to 1982.
