At the start of the Civil War many citizens of the
northern states were eager to enlist in the Union Army and supported President
Abraham Lincoln's cause. However, as early as 1862, with the loss of
soldiers on the field of battle and a drop in the numbers of men enlisting, the
government issued a call for volunteers. The government warned that if
each state did not fulfill its quota then they would have to start drafting men
into the army. To motivate citizens to enlist, Wisconsin counties raised
bounties that were used to pay men who voluntarily enlisted in the army.
Between 1863 and 1865, the residents of Cedarburg, Wisconsin raised $25,203.37
to pay the bounties for volunteers from their area. (Image reproduced from
