Towards the latter part of the 19th century, citizens of Milwaukee formed a committee to erect a monument commemorating the service of local soldiers during the Civil War. On January 1, 1898, Charles M. Wood, Vice Consul General of the United States from Italy, wrote to the committee verifying that sculptor John S. Conway had created a plaster mold of the monument and was preparing it for casting in bronze.
