Abstract: This paper examines the relationship between the supply of a congestible public input and the pattern of international trade in the context of an extended Heckscher-Ohlin model. It is shown that differences in the supply of a public input alone can determine the pattern of trade even if (i) both industries derive equal benefits from the public input and (ii) the public and the private sectors are equally capital intensive. Congestion within an industry and congestion across industries are considered separately.
