Abstract: |
This paper provides an empirical test of
the hypothesis that the Japanese government has undertaken a successful
strategic trade policy in the semiconductor industry. Quantifiable R&D
and tariff policy as they relate to the semiconductor industry and their
impact on firms in the U.S. "merchant" semiconductor market are
considered. The test results do not support the hypothesis as it applies
to government R&D expenditures and tariffs. These Japanese government
policies have not had a significant adverse impact on the profits of
three important U.S. semiconductor producing firms. |
