I.     Institutional Legal Responsibility

Only the UWM campus administration has the authority to assume legal responsibility for any interinstitutional agreements with foreign colleges, universities or research institutes which may entail financial obligations, programmatic commitments, and/or faculty/student exchanges.

A.   Such agreements must be signed by the chancellor, or by the vice chancellor or dean of the Graduate School on behalf of the chancellor, in order
      to be considered authorized, legal and binding.

B.   Preliminary consultation and approval must be sought from the Office of International Studies and Programs prior to the actual negotiation of any
      such agreements.

II.    Procedures

    1. All proposals for new overseas institutional agreements on faculty/student exchange programs, research and training collaboration, and/or forms of interinstitutional cooperation shall receive preliminary approval from the Office of Institutional Studies and Programs.

    2. After such approval, the negotiation of draft documents of any such agreements may be initiated and carried out by the respective deans, departmental chairpersons, program directors, or their representatives, or, if preferred, by the Office of International Studies and Programs on their behalf.

    3. Draft documents of any such agreements shall be submitted by the director of the Office of International Studies and Programs to the Faculty Advisory Committee on International Education for its recommendation.

    4. Agreements using language other than the standard approved forms shall be reviewed by the UWM Office of Legal Affairs in order to ensure that all liability concerns are addressed in the modified form to be used.

    5. Once the draft agreements have been approved by the Office of International Studies and Programs, they may be typed in final form and signed by the respective deans or their representatives to indicate school or college approval.

    6. All formal institutional agreements must be signed by the chancellor, or by vice chancellor or the dean of the Graduate School on behalf of the chancellor, in order to carry any institutional validity or to commit UWM to any financial or programmatic obligations.


ATTACHMENT

AGREEMENT FOR EDUCATIONAL AND SCIENTIFIC COOPERATION
BETWEEN
THE UNIVERSITY OF WISCONSIN - MILWAUKEE
AND

The University of Wisconsin - Milwaukee and ______________________ join in the following interinstitutional agreement on educational and scientific cooperation.

The University of Wisconsin - Milwaukee and ________________________ will endeavor to cooperate in joint educational programs and research projects. To the extent feasible, both universities will encourage direct contact and cooperation between their faculty members, departments, and research institutes under provisions of this agreement.

Within fields that are mutually acceptable, the following general forms of cooperation will be pursued:

1. Exchange of information, including (but not limited to) exchange of library materials and research publications;
2. Exchange of faculty members for purposes of research, lectures, and seminars/symposia;
3. Joint research activities; and
4. Exchange of graduate and undergraduate students for study and research.

Arrangements for specific visits, exchanges, and other forms of cooperation will be developed jointly and will be agreed upon for each specific case. Any student exchanges will require a supplementary agreement, specifying the terms of the exchange.

Both parties understand that all financial arrangements will have to be negotiated and will depend on the availability of funds.

This agreement will become valid upon the date it is signed by the appropriate officials of the two institutions. At the University of Wisconsin - Milwaukee, the Office of International Studies and Programs will oversee the implementation of the agreement. At ______________, the _______________will oversee the implementation of the agreement.

This agreement will remain in effect until a one-year advance notification of termination by either party.

This document will be executed in both the ______________and English languages, and both will be considered as originals.
