Laboratory for Surface Studies

Organizational Document

1. NAME

The University of Wisconsin-Milwaukee Laboratory for Surface Studies.

2. DEFINITION

The UWM Laboratory for Surface Studies (hereafter, the Laboratory) was designated a UW-System Center of Excellence by the UW- System Board of Regents in 1988.

Selected Faculty and staff members from the College of Letters and Science Departments of Chemistry and Physics, and the College of Engineering and Applied Science Materials Department currently comprise the Laboratory for Surface Studies.

The purpose of the Laboratory is to recognize, facilitate, and encourage experimental and theoretical research by UWM scientists on the physical properties of surfaces, e.g. structure, thermodynamics of surface particles, and the chemistry of surfaces (interaction with foreign particles, catalysis).

The Laboratory functions to disseminate the results of research conducted by UWM surface scientists to the research community as well as to the private sector, to sponsor local, national, and/or international forums for discussing the latest research findings, and to initiate and facilitate collaborative research among members of the Laboratory and between the Laboratory and surface scientists throughout the world.

3.    MEMBERSHIP
 

 

3.1

Membership in the Laboratory is decided by a two-thirds vote of the Committee of the Whole (as defined in 7.1 and 3.4.1). Any UW-Milwaukee faculty member of the full-time academic staff member engaged in surface science research may apply for membership. Students may apply for membership as detailed in 3.4.2.

 

3.2

An individual applying for, or holding, membership in the Laboratory should be engaged actively in research in the physical, chemical, and materials properties of surfaces. For faculty, eligibility for membership in the Laboratory will be judged on the basis of the individual's publication record, the record of success in acquiring extramural funding, and the number of graduate students supervised

 

3.3

The membership shall be reviewed every two years by the Steering Committee (as defined in 6.1) in a effort to maintain the most effective focus and management of the resources at the Laboratory's disposal. Recommendations by this panel regarding membership continuation or termination shall be made to the Director and the Committee of the Whole for approval by a positive vote of at least two-thirds of the Committee. These recommendations shall be made and voted on in May of the Committee's second year of office, with recommendations for membership continuation or termination effective July 1 following.

 

3.4

Membership in the Laboratory is awarded in the following categories:

 

 

 

3.4.1

Member:

 

 

 

Members of the Laboratory as defined in Section 3.1 enjoy full voting privileges. As active and productive researchers, members are   expected to support the Laboratory, to interact and collaborate with other scientists associated with the Laboratory, to submit proposals for extramural support of surface science-related research, to give and attend seminars sponsored by the Laboratory, to perform service activities on behalf of the Laboratory (serve on committees, perform outreach activities, etc.), and to participate in the preparation of Laboratory-wide proposals for facilities, instrumentation, etc. Additionally, they shall acknowledge membership in the Laboratory on all surface related publications, and shall acknowledge their affiliation with the Center by insuring that an appropriate amount of the indirect cost recovery on their extramural awards is returned to the Laboratory. In return, members are eligible for monetary support for their research through the Laboratory in the form of research assistant and/or student help support, partial support, for capital equipment purchase, administrative services, related to grant administration, instrumentation fabrication and maintenance services provided through the Laboratory or Laboratory-supported personnel, access to the advice, training, and/or professional assistance of colleagues associated with the Laboratory. Members will acknowledge LSS and Graduate School in publications involving students who received support from the Center.

 

 

3.4.2

Student:

 

 

 

Graduate students who are performing research under the supervision of a LSS member are expected to apply for membership under sponsorship of their supervisor. They may participate in discussions of the Committee of the Whole, but hold no voting privileges. They are encouraged to participate fully in the activities of the Laboratory, and are eligible for appointments to research assistantships awarded through the Laboratory.

 

 

3.4.3

Postdoctoral:

 

 

 

Postdoctoral associates (or scientists with an equivalent rank) who are performing research with a LSS member or affiliate may apply for membership. They may participate in discussions with the Committee of the Whole, but hold no voting privileges. They are encouraged to participate fully in the activities of the Laboratory and are eligible for monetary support by the Laboratory if employed by a LSS member.

 

 

3.4.4

Visiting:

 

 

 

Visiting scientists working in one of the areas of surface science may apply for temporary affiliation with the Laboratory if their application is sponsored by a LSS member. They may participate in discussions with the Committee of the Whole, but hold no voting privileges.

4.    ADMINISTRATIVE STRUCTURE

The organizational structure of the Laboratory follows the chart appended as Figure 1.

5.    DIRECTOR

The Director of the Laboratory is appointed annually by the Dean of the Graduate School and Research, upon recommendation by a majority of the voting members of the Laboratory. The director must be a Member of the Laboratory. The voting procedure is outlined in 7.5.

The duties of the Director are to:

1.

Plan annually, in consultation with the Committee of the Whole and the Steering Committee, Laboratory activities and programming for the year ahead; review, in consultation with both the Committee of the Whole and the Steering Committee, the Laboratory's goals and objectives and report to the Dean of the Graduate School and Research on the accomplishments of the previous year;

2.

Encourage collaborative research activities that exploit and capitalize on the scientific expertise resident in member scientists;

3.

Manage the Laboratory so that resources allocated to it provide the maximum benefit to its members; develop internal and external review procedures to assess and evaluate the effectiveness of the Laboratory's organizational structure and administrative management; develop administrative policies which encourage full participation of its members, and effectively coordinate the efficient interaction of all participants;

4.

Articulate Laboratory needs to external funding agencies through the review and approval of all proposals utilizing LSS resources, services, and/or staff;

5.

Initiate activities which stimulate additional extramural funding for the Laboratory, and which introduce new scientific activity utilizing the resources of the Laboratory and the expertise of its members;

6.

Act as spokesperson for the Laboratory; act on behalf of the Graduate School and the UWM Administration when interacting with UW-System officials; represent the Laboratory in local, state, national, and international forums;

7.

Act as spokesperson for the Laboratory; act on behalf of the Graduate School and the UWM Administration when interacting with UW-System officials; represent the Laboratory in local, state, national, and international forums;

8.

Supervise the Laboratory's support staff and coordinate efforts to facilitate the research of scientists associated with the Laboratory;

9.

Prepare an annual budget request to the Dean of the Graduate School and Research; administer an annual budget for the Laboratory; obtain Steering Committee approval (majority) for the annual budget requests on behalf of the Laboratory;

10.

 Be responsible for all expenditures on behalf of the Laboratory;

11.

Seek approval of the Steering Committee and the Committee of the Whole as appropriate or as specified in this document. The Director may request meetings of either the Steering Committee or the Committee of the Whole at his/her own initiative, or shall call a meeting upon request of two (2) or more members of the Steering Committee, or three (3) or more members of the Committee of the Whole;

12.

Call meetings of the Steering Committee at least twice per semester, and of the Committee of the Whole at least once per semester;

13.

Chair meetings of the Steering Committee and the Committee of the Whole, transmit minutes of the meetings to the Members and others attending, with copies to the Graduate School Dean and Associate Dean, and maintain such minutes in the Laboratory's administrative files. The Director is responsible for implementation of motions passed by the Steering Committee or the Committee of the Whole;

14.

Be responsible for all official correspondence of the Laboratory and all Laboratory announcements in catalogs and other University publications.

6.    STEERING COMMITTEE
 
 

 

6.1

The Steering Committee of the Laboratory consists of four (4) Members elected by the Committee of the Whole; in addition, the Director of the Laboratory is an ex-official member and chairs the Steering Committee. No department can have more that two members (including the director) in the Steering Committee.

 

6.2

Steering Committee members are elected in May for two-year terms; they are eligible for re-election.

 

6.3

The Steering Committee advises the Director on administrative matters such as budget, personnel, instrumentation, as well as policy issues affecting the Laboratory.

 

6.4

The Steering Committee reviews the entire membership every two years in May before the Steering Committee members' terms expire. Recommendations with regard to continuation and/or termination of individual Members' association with the Laboratory are then sent to the Director, who shall then forward the recommendations to the Committee of the Whole for approval.

 

6.5

The Steering Committee meets as least twice per semester, or more frequently at the request of the Director, at the request of two (2) of its members, or upon request of three (3) members of the Committee of the Whole. The agenda for meetings for the Steering Committee shall be distributed to Laboratory Members in advance of the meeting date.

 

6.6

The Steering Committee may assign responsibilities to any of its members or to subcommittees of its membership.
 

7.    COMMITTEE OF THE WHOLE
 
 

 

7.1

The Committee of the Whole consists of all Members of the Laboratory.

 

7.2

The Committee of the Whole shall meet at least once per semester, more frequently at the call of the Director, upon request of two (2) or more members of the Steering Committee or upon request of three (3) or more members of the committee of the Whole. The agenda for meetings of the Committee of the Whole shall be distributed to all members one week in advance.

 

7.3

Motions may be introduced at a meeting of the Committee of the Whole by an individual or by a subcommittee. Unless otherwise specified, actions by the Committee of the Whole require a majority vote of the quorum as defined in 7.6.

 

7.4

The Committee of the Whole may assign special tasks to subcommittees of the Laboratory when these are not duplicative of duties assigned to subcommittees of the Steering Committee.

 

7.5

The Committee of the Whole recommends to the Dean of Graduate School and Research the appointment of the Director for a three-year term, effective July 1. In mid-February, early March of the election year, a slate of names through written signed nominations by members will be prepared by the UW-Laboratory for Surface Studies' office. Each member will vote for one candidate of the slate. The voting is done by mail ballots. The name receiving the least number of ballots will be dropped from the new slate. This process is repeated until a single name remains on the slate. If this person receives a majority vote of the full membership, his/her name is forwarded to the Dean of Graduate School. Otherwise, no names will be forwarded. The recommendation of the Committee of the Whole for a three-year term requires an initial annual appointment and subsequent annual re-appointment by the Dean of the Graduate School and Research. Recommendations by the Committee of the Whole on the Directorship are to be forwarded to the Dean of the Graduate School and Research no later than March 30, to become effective the following July 1. The recommendations of the Committee of the Whole are advisory to the Dean of the Graduate School and Research.

8.    ORGANIZATIONAL CHANGES

This organizational document may be changed by at least two-thirds majority vote by the Members. The organizational chart appended as Figure 1 may be changed similarly by a two-thirds majority vote by the Members.
 

9.    PROCEDURES

Roberts Rules of Order will be followed except where otherwise specified in this document of agreed upon by the Committee of the Whole of the Steering Committee.
