Roofing Project Considerations


Please take the following items into consideration when planning roofing projects at UWM. This draft checklist was developed based on past experience during roofing projects at UWM and other UW facilities:

  • Who is the DFD contact person in case any problems arise?
  • Who is the UWM contact person in case any problems arise?
  • Who is the building contact person (i.e., designated person to interface with the DFD/UWM construction representative)?
  • Who is the contractor's designated competent person in regard to occupational safety and health at the job site? What training and experience does this person have? What authority does this person have in regard to correcting all real and perceived safety and health deficiencies?
  • Has the contractor ever been cited by OSHA or another regulatory agency for non-compliance with safety, health, or environmental regulations? If so, what was the nature of the citation(s).
  • What signage will be utilized to notify the campus community that this work in ongoing? Please specify type of signage, quantity, location etc.
  • Does signage include the phone numbers of all individuals specified above (i.e., DFD rep., UWM rep., building rep., contractor rep., etc.).
  • Describe how the project will be barricaded or isolated to prevent the campus community from coming near the project? Please keep in mind that barricade tape is not acceptable. OSHA compliant guardrails or equivalent are necessary.
  • Will the barricades impact campus activities? For example, will any ADA designated entrances/exits be impacted or restricted or will major thoroughfares be blocked? If so, what are the contingency plans?
  • Are "sidewalk shelters" necessary to protect pedestrians from fall hazards due to overhead work?
  • Have samples been obtained of all roofing materials by a certified DHFS inspector for asbestos containing material (ACM)? Has notification been submitted to DNR and DHFS?
  • If ACM, what will be the exposure control techniques?
  • If ACM, are all the roofing contractor workers certified by DHFS? Please provide a current list of all employees, certification numbers, and expiration dates prior to the start of the project. Be sure to have this information at the job site for the duration of the project.
  • Projects shall be designed to minimize noise, roofing odors and dust from impacting campus activities. As noted in this picture, building air quality was adversely affected due to poor placement of the tar bucket (left center) adjacent to the building's fresh-air intake (right center).
Roofing Project
  • Have Material Safety Data Sheets (MSDS) been received for all materials being used?
  • MSDS' shall be distributed to PPS, University Safety & Assurances and the building chair well in advance of the project start date. Per OSHA regulations, the contractor shall maintain MSDS' on-site for the duration of the project.
  • What precautions will be utilized to prevent noise and roofing odors from impacting campus activities?
  • How will demolition material be loaded to the ground to minimize dust exposure?
Reviewing MSDS
  • How will the contractor protect the roofers from fall hazards in accordance with the OSHA Fall Protection Standard? For example: safety monitoring system, control zone system, guardrails, safety nets, life lines, etc.

Applicable safety, health, environmental regulations supercede all other bureaucratic policies and contract specifications. State construction site representatives are responsible for the communication and enforcement of this (draft) policy in all areas under their control (see Governor Thompson's Executive Order #194 for more information).
