Section XI.   Implementation of Exposure Control Plan

Standards

No later than August 1, 1993, a copy of ILHR 32, Occupational Exposure to Bloodborne Pathogens, (Final Rule, Occupational Exposure to Bloodborne Pathogens, Federal Register 29 CFR Part 1910.1030, December 6, 1991) will be available/accessible to all employees. Individual copies of the Final Rule will be made available to the Vice Chancellor, the Assistant Chancellor for Finance and Administrative Affairs, the Assistant Chancellor for Student Affairs, the Director of Legal Affairs, the Dean of the College of Letters and Science, the Dean of the School of Allied Health Professions, the Dean of the School of Nursing, the Director of University Safety and Assurances, the Director of the Norris Health Center, the Director of Personnel Services, the Director of Physical Plant Services, the Director of University Police, and the health care professional(s) responsible for the Hepatitis B vaccine and the Post Exposure Evaluation.

Exposure Control Plan

All components of the Exposure Control Plan will be developed in writing and distributed for review no later than May 1, 1993. The components of the plan will then be reviewed, revised and accepted as policy no later than August 1, 1993.

Information and Training/Recordkeeping

On August 1, 1993, the University will begin providing training for all employees with possible occupational exposure. A training program will also be provided for all new employees prior to/or at the time of initial assignment to tasks that may involve occupational exposure. Additional training will be provided as changes occur that will affect an employees occupational exposure status, as well as annual training. All training will be provided by the Staff Development Office, the Department of University Safety and Assurances or by a professional knowledgeable in the subject matter covered. The Staff Development Office and the Department of University Safety and Assurances will be jointly responsible for the completion of the required training records and record retention for a minimum of three (3) years.

Engineering and Work Practice Controls

The components of the Engineering and Work Practice Controls will be written and fully implemented no later than October 1, 1993.

Personal Protective Equipment

The necessary personal protective equipment necessary to prevent occupational exposure will be available for employee use no later than October 1, 1993. Employee training on equipment available, proper use of and repair/replacement procedures will be completed no later than July 1, 1994.

Housekeeping

A written schedule for cleaning/decontamination will be implemented and accessible to employees no later than October 1, 1993. Facility sanitation and cleanliness will be monitored routinely by departmental supervisors.

Hepatitis B Vaccine

Under the direction of the Assistant Chancellor for Finance and Administrative Affairs, the Assistant Chancellor for Student Affairs, the Director of Norris Health Center and the Director of University Safety and Assurances, all aspects of the Hepatitis B vaccine program will be fully implemented no later than October 1, 1993.

Post-Exposure Evaluation and Follow-up

All policies and procedures related to post-exposure will be in writing and fully implemented no later than October 1, 1993. The Assistant Chancellor for Finance and Administrative Affairs, the Assistant Chancellor for Student Affairs, the Director of Norris Health Center and the Director of University Safety and Assurances will be responsible for determining implementation of the medical evaluation, laboratory used for testing and arranging for a health care professional to provide the evaluation process. The University will ensure confidentiality in required post-exposure records and assure their retention for a minimum of thirty (30) years post employment.

Labels and Signs

All requirements related to biohazard identification will be placed in service no later than October 1, 1993.
